BARROS/MGYSGT/I&L, LPE/EMAIL: [email protected]// GENTEXT/REMARKS/1.  Purpose.  To announce the establishment and  mandatory utilization of the Transportation Capacity Planning Tool (TCPT) Utilities (UT) Module (TUM) for all Utilities Equipment  Operations (UEO).  TUM significantly enhances the management,  accountability, and operational readiness of utilities equipment  across the Marine Corps.  All units involved in UEO are directed to implement the TUM immediately. This Marine Administrative Message  (MARADMIN) also solicits feedback and concerns associated with TCPT. 2.  Background. 2.a.  There is currently no standardized policy or procedure  managing UEO across the Fleet Marine Force (FMF).  As logistics support in a contested environment becomes increasingly challenging, particularly with distributed operations, providing real-time  awareness of equipment availability and ensuring efficient support  plans are paramount to mission success. 2.b.  After review, study, requests for information to industry, and multiple working groups, the UT community identified TCPT as the  system to provide a modernized tool for supporting UEO.  The TUM  streamlines UEO requests, provides real-time awareness of UT  resources, and offers robust operational data collection. 3.  Functionalities.  The TUM provides the following functions: 3.a.  Centralizes access to all utilities-related functions, improving system navigation, onboarding, and usability for new and existing users. 3.b.  Allows requesting units to submit requests for UT support  utilizing a Utilities Support Request (USR). 3.c.  Supporting units can create and manage operations designed to fulfill USRs. 3.d.  Expedites access to relevant operational data, enabling faster decision-making and improved responsiveness. 3.e.  Integrates logistics planning within operational workflows. 3.f.  Users can generate site-specific operation logs. 3.g.  Offers a unit-level view of “pending” and “planned to” support efforts, allowing for better allocation of resources and forecasting. 3.h.  Allows supporting units to export the USR location items,  platforms, and consumers into the AutoDISE import template. 3.i.  Units are able to see total equipment capacity calculated  using metrics from power production/storage, HVAC-R cooling/heating, and water production/storage. 4.  Execution.   4.a.  As of the date of this MARADMIN, all Marine Corps units  involved in UEO are directed to utilize the TUM for all UEO  processes, including: 4.a.1.  Equipment requests using the USR functionality. 4.a.2.  Equipment tracking. 4.a.3.  Maintenance scheduling. 4.a.4.  Personnel licensing tracking in accordance (IAW) with  reference (a). 4.a.5.  Operational reporting. 4.a.6.  Utilities dispatching (independent of transportation). 4.a.7.  Managing USR and operations. 4.a.8.  Managing operational data through a downloadable operation log. 4.b.  Legacy UEO tracking methods should be decommissioned  immediately and fully transitioned to TUM. 4.c.  Training. 4.c.1.  References (b) and (c) describe the procedures to attend initial TUM training.   4.c.2.  Additional training beyond the scope of references (b) and (c) can be requested per instructions in paragraph 4.f. and is  required for all TUM users. 4.c.3.  Training for existing TUM users must be completed within 90 days from the release of this MARADMIN. 4.d.  Data migration.  Personnel, personnel licenses, and equipment profiles are foundational pillars of TCPT.  Without these profiles,  equipment cannot be dispatched in support of a transportation  mission or a utilities operation.  A solid understanding of how to import assets into TCPT is essential to minimize potential issues  during this process.  Units will migrate existing UT equipment,  personnel, and license data into TUM IAW reference (d) if they have not already done so. 4.e.  Field Service Software Engineer (FSSE) Engagement. 4.e.1.  Coordinate with local FSSEs for support during the  transition to TUM.  FSSE responsibilities include approving TCPT accounts for Marines in support of importing personnel and  equipment, creating UT units in TCPT upon request from the unit  leadership, and providing technical support and over-the-shoulder  training. 4.e.2.  FSSEs will conduct physical or virtual training for TUM new users.  Contact local FSSEs to schedule additional training. 4.e.3.  Contact information for local FSSEs is available at https:// mls2support.com. 4.f.  Access management.  New users may request access to TCPT per  instructions in the MLS2 helpdesk portal at https://mls2support.com and register for a TCPT user account at https://tcpt.usmc.mil/tcpt. 4.g.  Local policy development.  Major subordinate commands are  directed to develop and implement local policies governing UEO  following the intent of this MARADMIN.  These policies should  address specific requirements and operational considerations within their respective commands, while ensuring consistency with the  overall objectives of standardized and efficient UEO. 4.h.  Feedback request.  Provide all feedback and concerns  associated with either the integration of utilities equipment in  TCPT or the use of TCPT as the primary tool for managing UEO to the TCPT Program Office by emailing [email protected] or through  the MLS2 helpdesk at https://mls2support.com. 5.  Administrative Information. 5.a.  Units requiring assistance with TCPT implementation or  troubleshooting may contact the MLS2 helpdesk at https://mls2support .com or call 888-529-6516. 5.b.  All personnel are reminded that UEO processes are governed by applicable regulations and policies, particularly references (a) and (e).  Deviations from established procedures require prior approval from the appropriate authority. 6.  Command and signal 6.a.  This MARADMIN is applicable to the Marine Corps total force but excludes equipment in Depot Maintenance Float Allowance,  Preposition programs, and War Reserve Stocks. 6.b.  This message is effective immediately upon release and remains in effect until superseded by future policy. 6.c.  Any questions should be directed to the POCs as indicated
