Hill Memorial Awards for Food Service Excellence and Food Service  Specialist of the Year Program and provide nomination and evaluation procedures.  2.  The annual Major General William Pendleton Thompson (W.P.T.) Hill Memorial Awards for Food Service Excellence is a means to recognize those Marine Corps Food Service operations that are  outstanding in the preparation and serving of food, customer service and management.  The Food Service Specialist of the Year Program recognizes demonstrated leadership, culinary expertise and award- winning capabilities of Marine Corps Food Service Specialists whose personal initiative and professional commitment are often unmatched in this difficult and demanding specialty.  There are four elements to the program: active component garrison mess halls, active component field mess, reserve component field mess, and Food Service Specialist of the Year. 3.  This awards program was established in 1985 and is co-sponsored by the Commandant of the Marine Corps and the National Restaurant Association Education Foundation (NRAEF), a food service  professional organization comprised of distinguished industry executives. 4.  The Marine Corps and the NRAEF will recognize the winning  Commands in each Major General W.P.T. Hill Memorial awards program competitive category in conjunction with annual food service  managers training event in May 2025. Representatives from the  winning commands will be guests of the NRAEF at the annual awards ceremony and food service managers training event. 5.  In accordance with guidance contained in references (a), (b), and (c) the criteria and procedures for submitting unit nominations are as follows: 5A.  Garrison mess halls: (1) Commanders will establish procedures to determine the best garrison mess halls within their command. (2) Marine Corps Installations East (MCIEAST); Marine Corps  Installations West (MCIWEST); Marine Corps Training and Education Command (TECOM) will nominate one Management and Mess Attendant  (M&MA) facility and one Full Food Service (FFS) facility. (3) Marine Corps Installations Pacific (MCIPAC) will nominate two M&MA facilities. (4) Marine Corps Installations National Capital Region (MCINCR), to include Marine Barracks Washington, Washington DC and Indian Head, MD will submit one FFS facility. 5B.  Active field mess: (1) Commanders will establish procedures to determine the best field mess within their command.  (2) Commander, Marine Corps Forces Pacific (COMMARFORPAC), Camp H. M. Smith, Hawaii nominates a unit from I MEF and III MEF.  Commander, Marine Corps Forces Command (COMMARFORCOM), Norfolk, Virginia nominates a unit from II MEF. 5C.  Reserve field mess:  Commander Marine Forces Reserve  (COMMARFORRES) will establish procedures for determining the best Reserve field mess within their command. 5.D.  Per previous coordination, nomination package submission:  (1) COMMARFORPAC, COMMARFORCOM, MCIEAST, MCIWEST, TECOM, MCIPAC and  MCINCR will submit winning nomination packages NLT 30 September 2024. (2) COMMARFORRES will submit winning nominee NLT 17 January 2025. (3) Packages shall be submitted to Deputy Commandant for  Installations & Logistics (DC, I&L), Facilities (LF), Attn: MCICOM  (G-4 Food Service and Subsistence Branch) IAW paragraph 8.  5E.  Major General W.P.T. Hill Awards Evaluation team will visit nominated commands between 1 December 2024 and 15 February 2025. Evaluation schedule and dates will be published via separate correspondence. 6.  In accordance with guidance contained in references (a), (b), and (c) the criteria and procedures for submitting personnel  nominations are as follows: 6.A.  Awards shall be made annually in the following categories: (1) Active duty and Reserve Corporal through Sergeant serving in  Billet MOS 3381.  (2) Active duty and Reserve Staff Sergeant through  Gunnery Sergeant serving in Billet MOS 3381. 6A.  Active component:  The subsequent organizations are authorized to nominate the following:  (a) COMMARFORPAC nominates one Corporal through Sergeant and one Staff Sergeant through Gunnery Sergeant  from I MEF and III MEF.  (b) COMMARFORCOM nominates one Corporal through Sergeant and one Staff Sergeant through Gunnery Sergeant from II MEF or MARSOC.  (c) COMMCIPAC, COMCIWEST, COMMCIEAST,  COMMCINCR, COMTECOM nominates one Corporal through Sergeant and one Staff Sergeant through Gunnery Sergeant. (d) Forward top candidate for each category to DC, I&L, LF Attn:  MCICOM (G-4 Food Service and Subsistence Branch) IAW paragraph 8, NLT 17 Jan 2025. 6B.  Reserve component:  COMMARFORRES will submit at least two Corporal through Sergeant and two Staff Sergeant through Gunnery  Sergeant nominees to DC, I&L, LF Attn:  MCICOM (G-4 Food Service and Subsistence Branch) IAW paragraph 8, NLT 17 Jan 2025. 6C.  Commanders shall use the following prerequisites to submit nominations:(1) Nominee must have a minimum of two years' time in service. (2) Nominee must meet all regular retention standards. (3) Nominee must not be a previous recipient of the same award. (4) Nominee, through personal example, must set professional and personal standards that others seek to emulate.  (5) Nominee must epitomize the "Whole Marine" concept through performance achievements in basic warfighter skills as well as within the Food Service Specialist MOS. (6) The eligibility period for this award will encompass only those  actions completed or initiated during Calendar Year 2024.  6D.  Nomination packages shall include: (1) Single page biography stating nominee's experience and work history.  (2) Summary of Action (SoA)supporting the nominee's qualifications for the award. SoA will be used for awards submission by DC, I&L in recognition of the Food  Service Specialist of the Year winners.  (3) The SoA should include results of local or Command-sponsored Chef of the Quarter and Chef  of the Year competition results, Field Food Service experience and  deployment history.  (4) Copy of current Basic Individual Record  (BIR), MOL copy acceptable.  (5) Copy of current Basic Training  Record (BTR), MOL copy acceptable.  (6) All packages will include  the nominating unit's address, point of contact, and phone number (COMM/DSN). 7.  All submissions must be endorsed by Commands listed in  paragraphs 5A,5B, 5C, 6A and 6B.  Late submissions and nominations directly from subordinate Commands will not be accepted. 8.  Per reference (c), all organizations shall submit personnel and unit/organizational award nominations electronically. In cases of multiple awards, each award package shall be transmitted via  separate email.  All award packages will be emailed to POC 2 listed above.  Please ensure the subject line clearly identifies the award being submitted and Attn:  MCICOM (G-4 Food Service and Subsistence Branch).
