Instead, eligible officers will undergo an All-Fully-Qualified-Officers List (AFQOL) process.  The official military records of all officers eligible for promotion to captain will be screened to identify those officers fully qualified for promotion to captain. Those officers determined not fully qualified for promotion will be omitted from the AFQOL and incur a failure of selection (FOS).
  1.  Promotion Boards.  The colonel through major promotion boards will consider three categories of officers:  above-zone, in-zone and below-zone.  Officers defined as Reserve Active Status-List (RASL) in reference (b) are eligible for the boards if, on the convening date of their respective board or process, the officers have continuously performed service on either the RASL or the Active-Duty List (or a combination of both lists) for a period of one year.  However, officers with an established date for removal (retirement or separation) from the RASL within 90 days after the date the board is convened will not be considered by the board. Officers whose established release date from active duty in the AR Program, but not the RASL, is within 90 days after the date the board convenes will not be considered by the board.  These officers will be considered by their respective Unrestricted Reserve Promotion Selection Boards if they meet the zone requirements. Officers whose Lineal Control Number (LCN) precedes the senior officer in-zone are defined as above-zone.  Those above-zone officers who have not been previously considered are defined as "above-zone, not previously considered".  Officers in this status are considered by the board to be in-zone.  The senior and junior officer eligible in-zone and junior officer below-zone are as follows (Encl (1) of reference (b) applies): 2.a.  Colonel Unrestricted Reserve Promotion Selection Board:       Senior Officer In-Zone -    LtCol Southard, Christopher A.                                   DOR 01 Feb 21                                   LCN 13268000       Junior Officer In-Zone -    LtCol Mills, Derek A.                                   DOR 01 Jul 22                                   LCN 13933000       Junior Officer Below-Zone   LtCol Nassar, Charles A.                                   DOR 01 Aug 23                                   LCN 14519000 2.b.  Colonel AR Promotion Selection Board:       Senior Officer In-Zone -    LtCol Lomasney, Joel M.                                   DOR 01 Oct 21                                   LCN 13543000       Junior Officer In-Zone -    LtCol Dicarlo, Richard J.                                   DOR 01 Jul 22                                   LCN 13954000       Junior Officer Below-Zone   LtCol Green, Daniel S.                                   DOR 01 Jul 23                                   LCN 14512000 2.c.  LtCol Unrestricted Reserve Promotion Selection Board:       Senior Officer In-Zone -    Maj Trunk, Ryan L.                                   DOR 01 Apr 21                                   LCN 25019000       Junior Officer In-Zone -    Maj Radloff, Joseph W.                                   DOR 01 Jul 22                                   LCN 26240000       Junior Officer Below-Zone   Maj Pozek, Devon M.                                   DOR 01 Sep 23                                   LCN 27557000 2.d.  Lieutenant Colonel AR Promotion Selection Board:       Senior Officer In-Zone -    Maj Spiritus, Kyle R.                                   DOR 01 Jul 21                                   LCN 25215000       Junior Officer In-Zone -    Maj Dyer, Robert S.                                   DOR 01 Jun 22                                   LCN 26114000       Junior Officer Below-Zone   Maj Yamnicky, Robert W.                                   DOR 01 Jun 23                                   LCN 27137000 2.e.  Major Unrestricted Reserve Promotion Selection Board:       Senior Officer In-Zone -    Capt Hugin, Robert B.                                   DOR 01 Apr 21                                   LCN 37369000       Junior Officer In-Zone -    Capt Nicoletti, Matthew A.                                   DOR 01 Jun 22                                   LCN 39254500       Junior Officer Below-Zone   Capt Conley III, John R.                                   DOR 01 Sep 23                                   LCN 41218000 2.f.  Captain Unrestricted Reserve AFQOL Selection Process:       Senior Officer In-Zone -    1stLt Stann, Matthew W.                                   DOR 15 Mar 25                                   LCN 40935000       Junior Officer In-Zone -    1stLt Wood, Cameron B.                                   DOR 23 Mar 26                                   LCN 42714000 2.g.  The Marine Corps will not convene a FY28 AR Major Promotion Selection board or an AR Captain All Fully Qualified Promotion Selection Process due to there being no eligible In-Zone population. 2.h.  Captain AR AFQOL Selection Process.  There are currently no eligible officers identified.  If an eligible officer is identified, a promotion selection panel will be held.  If any officers become eligible prior to the convening date, they will be notified in advance of the board convening date.
  2.  Merit-Based Promotion List Reorder.  Section 14308 of Title 10, U.S. Code, allows the Secretary of the Navy (SECNAV) to authorize promotion boards to reorder their recommended promotion list based on particular merit.  Officers on the Unrestricted Colonel, AR Colonel, Unrestricted Lieutenant Colonel, and AR Lieutenant Colonel promotion lists may be placed higher on the promotion list only if the officer receives the recommendation of at least a majority of the members of the board, unless the SECNAV establishes an alternative requirement.  For officers recommended to be placed higher on a promotion list, the board shall recommend the order in which those officers should be placed on the list.
  3.   USMCR AR Major Continuation and Retention Boards. Upon conclusion of the AR Lieutenant Colonel Promotion Selection Board, the board will reconvene as a the FY28 USMCR AR Major Retention and Continuation Board as specified below.  Officers may verify their eligibility for consideration by contacting Commandant Marine Corps (CMC), Reserve Affairs Management (RAM). 4.a.  Continuation Board.    The board will consider, for continuation on the RASL, AR majors who have twice failed selection for promotion to lieutenant colonel unless selected for continuation on a previous reserve continuation board.  Those officers whom a majority of the members of the board consider best and fully qualified for continuation to meet the needs of the Marine Corps may be continued on the RASL.  The period of continuation will be until the officer completes 24 years of commissioned service, is eligible for a regular retirement,  under section 8323 of Title 10, US Code or until the age of 62, whichever condition occurs first.  Those officers whom a majority of the members of each board do not consider fully qualified for continuation will be separated from the Marine Corps no later than the first day of the seventh month after the release of the ALNAV announcing the promotion selection board results that considered the officer for the second time. 4.b.  Retention Board.  If continued via the Continuation Board, officers will then be considered for retention in the AR program. Officers in sanctuary (18 years of active service) will not be screened for retention and will have an EAS set to their active-duty retirement eligibility date.  Those officers whom a majority of the members of each board consider best and fully qualified for retention to meet the needs of the Marine Corps may be retained in the AR program.  The period of retention will be 12 months, at which point the officer will screen for promotion and retention on the following years boards.  Those officers whom a majority of the members of the board do not consider best and fully qualified for retention to meet the needs of the Marine Corps will be released from the AR program to the Individual Ready Reserve on the first day of the seventh month after the release of the ALNAV announcing the promotion selection board results that considered the officer for the second time.
  4.  Board Preparation Guidance.  Officers are advised to review reference (a) for guidance regarding submission of information, auditing the Official Military Personnel File (OMPF) and Master Brief Sheet (MBS), fitness reports, deferment of eligibility, and requests for non-selection prior to the convening date of the board. Officers may review reference (a) at the officer promotion homepage.
  5.  Officer Correspondence.  All eligible officers are encouraged, but are not required, to submit correspondence to the President of the Board. Refer to paragraph 8 of reference (a) on correspondence submission requirements, due dates and forwarding options.
  6.  Personal responsibilities.  Each officer is personally responsible for ensuring the accuracy and completeness of their OMPF and MBS before the date the board convenes.  Refer to reference (a) for information on obtaining and reviewing your OMPF and fitness report submission guidelines and timelines.
  7.  Body Composition. Reference (c) modifies the Height and Weight requirement to a Waist-to-Height Ratio (WHtR) requirement. At present, there is no method for the Digital Boardroom to pull current WHtR information. Accordingly, an officer will not be viewed negatively solely because a current WHtR measurement is not available to the board. However, previous Height and Weight measurements contained within an officer's record will be considered, as well as any fitness reports that were processed with a WHtR directed comment. Officers who desire to have their current WHtR made available to the board may submit WHtR documentation signed by their Command Physical Training Representative as an enclosure to their letter to the board pursuant to the instructions outlined in reference (a). Submission of WHtR is optional.
