AYER/MAJ/MMOA/COMMERCIAL: 703-784-9276/ EMAIL: [email protected]// GENTEXT/REMARKS/1.  Marine Corps Recruiting Command (MCRC) requires high caliber company grade officers for assignment as Recruiting Station (RS) Executive Officers (XOs), Operations Officers (OpsOs), and Officer Selection Officers (OSOs) across the nation.  A panel consisting of staff from Manpower Management Officer Assignments (MMOA) and MCRC will convene on or about 21 July 2025 to identify and select officers for assignment during Fiscal Year 2026 (FY26). 2.  Eligibility Criteria 2.a.  Time on Station (TOS).  Officers who will complete the prescribed tour, on their current set of orders, NLT 30 September 2026 are eligible.  If an officer does not meet this requirement, the officer must contact their Primary MOS (PMOS) monitor to discuss exception to policy (ETP) submission requirements and options for curtailment. 2.b.  Career timing.  Only those officers whose career timing that supports a full 36-month tour at MCRC are eligible.  Those officers in zone for promotion, selected for, or already promoted to captain are eligible for assignment to MCRC.  Captains who are forecasted to be selected to the rank of major during their MCRC assignment are ineligible for assignment.  Captains with a date of rank (DOR) of 1 October 2024 or earlier will not screen, as they will not have the career timing to support a full 36-month tour. 2.c.  Career Designation 2.c.1.  Officers who are not yet career designated but will screen for career designation on or prior to the FY26 Career Designation Panel #1 will be considered.  If an officer does not meet this requirement, the officer must contact their PMOS monitor to discuss ETP submission requirements. 2.c.2.  Per reference (a), when authorized by the Deputy Commandant, Manpower and Reserve Affairs, officers selected on the MCRC Company Grade Panel will be offered career designation in conjunction with acceptance of orders.  These officers will receive a notification in Marine Online and shall accept or decline the offer of career designation at a date published on the future results MARADMIN. Officers who decline career designation will be considered as resigning in lieu of orders and will execute their current EAS. 2.d.  Questions regarding eligibility should be directed to the appropriate PMOS monitor. 3.  Process 3.a.  Eligible officers are directed to the MMOA Vacancy Lists & Surveys page at:  https:(slash)(slash)www.manpower.marines.mil/ Manpower-Management/Officer-Assignments/Plans-and-Programs-MMOA-3/. This site will have the screening population roster and the vacancy list.  The survey can be accessed at https:(slash)(slash)forms.osi. apps.mil/r/D2z5c4u9yz.  Eligible officers must submit any correspondence to the board at [email protected]. 3.b.  The deadline for preference submission and board correspondence is 2359 16 July 2025. 3.c.  Assignments made by this panel are for a tour control factor (TCF) of 36 months.  Requests to resign or retire prior to the completion of the 36-month tour control factor will not normally receive favorable endorsement.  Final authority for requests to resign or retire is the Deputy Commandant, Manpower and Reserve Affairs, in accordance with reference (c). 4.  Incentive.  Per MARADMIN 371/03, officers who are assigned and successfully complete a tour as an RS XO, RS OpsO, or OSO will have the option of assignment to either Resident Career Level School (CLS) or the geographic location of their preference.  Officers who will be promoted to major at the completion of their tour are ineligible for the incentive for Intermediate Level School (ILS) but may compete on the Commandant’s Education Board (CEB) for assignment to Resident ILS.  Marines promoted to major are still eligible for the geographic location of their preference. 5.  Billet Openings.  The below listed vacancies are the current projected vacancies for 2026.  They are being validated by MCRC and MMOA and are subject to change based on currently pending extensions and curtailments.  The intention behind the listed report date is to ensure Marines are able to attend billet specific training.  The  final list of validated vacancies will be provided on 02 Jul 2025 on the MMOA vacancy list and surveys page listed in paragraph 3.a.
