REFERENCE (C) IS MCO 5420R.8H, THE MARINE CORPS RESERVE POLICY BOARD// POC//SARNECKY STEPHEN COL/MCRPB Membership Chair/EMAIL: [email protected] //  POC/RAP-1 OMB/[email protected]//  GENTEXT/REMARKS/1.  Purpose.  To solicit applications for membership to the CY2027-2029 Marine Corps Reserve Policy Board (MCRPB).  All  submitted applications will be considered and voted on during the  CY2026 fall meeting in order to fill vacated positions for the  CY2027-2029 MCRPB. The CY2026 MCRPB fall meeting is scheduled to  convene in the National    Capital Region during September 2026. 2.  Background.  The MCRPB is mandated per the references to  consider, recommend, and report to the Secretary of the Navy on  reserve policy matters.  Membership of the MCRPB will be composed of highly qualified individuals serving in the Selected Marine Corps  Reserve (SMCR), Individual Mobilization Augmentee (IMA) program,  Active Reserve (AR), and Active Component (AC), who possess a wide  range of experience.  The board will consist of no more than 21  members, composed of officers and enlisted members. 3.  Eligibility Requirements     a.  The MCRPB is seeking five nominees.  The nominees shall be  in the grades of Gunnery Sergeant to Colonel.  If selected to the  board, membership will begin on 1 January 2027 and expire on  31 December 2029.     b.  The Board Chairman requests that Commanders encourage  qualified candidates with experience and knowledge of reserve policy matters to apply.     c.  The MCRPB is scheduled to meet at least once each quarter. The summer and winter meetings will be held virtually and are  normally scheduled for one day.  The spring and fall meetings are  held in person and normally are scheduled for three days, with a  travel day before and after, as required.  The fall meeting will be held at the Pentagon and surrounding areas.  The spring meeting will be held in Quantico, Virginia, or another location at the discretion of the Board Chairman.       d.  Members will be assigned policy issues to research, analyze, and present to the Board.  Once the Board deliberates on an issue,  the member will champion the issue until resolution.       e.  SMCR and IMA members will receive Active Duty for Operational Support (ADOS) orders, funded by HQMC, Reserve Affairs Division, to attend in-person meetings.  AC and AR members will attend in a  Temporary Additional Duty (TAD) status.      f.  Members are encouraged to request Additional Training Periods (ATPs) in the execution of official board duties performed outside of scheduled meetings.  ATPs are requested through the member’s local  unit, with coordination and approval from the MCRPB Chief of Staff. Members are expected to make every effort to attend all scheduled  meetings and work on assigned policy issues.     g.  Potential applicants should ensure their availability permits full participation in Board meetings and responsibilities alongside existing personal and professional obligations. 4.  Application Process     a.  The deadline for submitting applications is 2359 hours  Eastern Daylight Time, 14 August 2026.  Late submissions will not be accepted.     b.  All applications will be submitted via the web-based, online application.  No other application methods will be accepted.   Applicants must have a Common Access Card (CAC) and a valid usmc.mil email address to apply.     c.  Applicants must go to the Microsoft Forms Survey located at: https://forms.osi.apps.mil/Pages/DesignPageV2.aspx?origin=NeoPortal Page&subpage=design&id=2kzE9MYYsEaA8uKQByRE_c463BhIzzhDoH7bAvyRPEFUO EFOQU1WMkU4VDE0UDgyMlozOTZDS0JHMS4u    d.  All uploaded documents must be in portable document format (PDF).  The submitted name of the files must be in the following  format:  EDIPI_FileDescription.PDF (e.g., 1234567890_LtrToBoard,  1234567890_RQS, etc.).  Each file must be 10MB or less in size.    e.  Requirements for submitting a completed package include:         (1) Applicants are required to submit a letter to the  Chairman of the Board.  The letter should describe their policy  experience and background, if applicable.  Letters should also  address the applicant’s background and experience in the active and reserve components, as an officer and enlisted, as applicable, and  any other unusual career progression.         (2) Applicants are required to submit a signed Reserve  Qualification Summary (RQS) NAVMC 10476.          (3) Command Endorsement.  Marines serving in the SMCR, AR, or AC are required to submit an O-6 level command endorsement with their application package.  An IMA Operational Sponsor endorsement is  required for members assigned to the IMA program.         (4) A Letter of Recommendation is not required, but will be  limited to one per applicant, if included. 5.  Upon completion of the Board’s vote on new members, the proposed primary and alternate members will be forwarded to the Assistant  Secretary of the Navy for Manpower and Reserve Affairs, per reference (b).  Once approved, selection results will be announced via  MARADMIN. 6.  This MARADMIN is applicable to the Total Force. 7.  Release authorized by MGen John F.
