  1.  Per ref (a), Total Force Structure Division (TFSD) has published the Fiscal Year 2025 (FY25) through FY45 Tables of Organization and Equipment (T/O&E) and the Authorized Strength Report (ASR).  The Total Force Structure Management System (TFSMS) was updated on 17 July 2025 and incorporates all approved changes to the Marine Corps and Navy Manpower in Support of Marine Corps (NMISOMC) force structure since the previously published T/O&E and ASR.  This MARADMIN cancels ref (b) and will remain in effect until the publication of the January 2026 T/O&E and ASR.
  2.  Manning Allocation Process.  The ASR produces the optimal manning allocation, ensuring the best distribution of personnel across the force, while attempting to meet all specified constraints. 2.a.  Manning Precedence Levels (MPLs).  The MPLs represent the Commandant of the Marine Corps (CMC) manning priorities.  The corresponding percentages represent, to the maximum extent possible, the minimum manning threshold for all commands within the MPL at the Unit Identification Code (UIC) level. 2.a.(1).  The following MPLs and manning percentages are in effect for the Target Strength ASR, which is used for planning and programming. Manning percentages published in TFSMS reflect this Average Strength, and are comparatively lower than the Target Strength. Additional information regarding the Average Strength manning percentage is available on the https://usmc.sharepoint-mil.us/sites/dccdi_tfsd/sitepages/ authorized-strength-report.aspx 2.b.  Staffing Precedence Levels.  Staffing goals will be established by Deputy Commandant Manpower and Reserve Affairs based on manning precedence levels in addition to current inventories, Combatant Commander Global Force Management (GFM) requirements, and other policies that further prioritize the distribution of Marines.  As a result, commands may be staffed with fewer Marines than manned in the ASR.  The published July 2025 ASR will be utilized to plan assignments aligned to the FY26 requirement for enlisted personnel and FY27 for officer personnel. 2.c.  Manning Change Requests.  Individual requests to alter manned or unmanned billets on the ASR will not be considered, as they undermine the intent of the ASR model, over-constrain the system, and diminish both optimality and fairness in force structure management. 2.d.  Approved Major Force Structure Initiatives.  A list of major force structure changes incorporated within this ASR is available on the TFSD ASR SharePoint website.
  3.  Published ASR Data.  TFSD maintains tools and resources to assist in reviewing and analyzing total force structure and manning data updated with the ASR publication on the TFSD SharePoint website at https://usmc.sharepoint-mil.us/sites/dccdi_tfsd.
  4.  Updated Table of Organization.  Updated T/O&Es are viewable and may be downloaded from the TFSMS website at https://tfsms.mceits.usmc.mil.
  5.  Readiness Reporting.  The Defense Readiness Reporting System- Marine Corps (DRRS-MC) automatically populates a unit's readiness report with force structure requirements from the current published FY T/O&E resident in TFSMS.  Units should validate the force structure requirements in their unit's readiness report using the current published FY26 T/O&E in TFSMS or use the T/O&E link in the unit readiness report from DRRS-MC.
  6.  Major Force Structure Initiative Assessment.  Initiatives requiring assessment by the Total Force Doctrine, Organization, Training/Education, Materiel, Leadership/Synchronization, Personnel, Facilities, & Cost (TF DOTMLPF-C) Working Group (DWG) must be submitted to the DWG Secretariat no later than 15 August 2025 for review and prioritization by the Deputy Commandant, Combat Development & Integration. 6.a.  The DWG Secretariat will determine if an initiative requires assessment and will provide guidance on preparation and coordination with the relevant pillars and stakeholders for the initial brief. 6.b.  Additional information, to include updated initiative submission requirements is available on the TFSD DWG SharePoint website at: https://usmc.sharepoint-mil.us/sites/dccdi_tfsd/sitepages/ dotmlpf-c.aspx and via ETMS2 task DON-250507-WJQX  for all  Fall 2025 DOTMLPF-C WG cycle requirements.
  7.  Table of Organization and Equipment Change Request (TOECR) Policy. In preparation for the Total Force Optimization Review scheduled for Spring 2026, all military structure TOECRs will be suspended effective 1 November 2025. 7.a.  All TOECRs for inclusion in the January 2026 ASR must be submitted to TFSD by 31 October 2025. 7.a.(1).  All TOECR submissions must comply with the relevant provisions of ref (a), including the appropriate chain of command routing and 3-star endorsements. 7.a.(2).  Per ref (a), TOECRs will not be processed for units with missing, outdated, or incomplete mission statements.  An updated statement must be submitted concurrently with any new TOECR or was previously submitted and is in processing.  Units with outdated mission statements can be viewed on the TFSD ASR SharePoint. 7.b.  For further detailed information on TOECR submissions, please visit the TFSD SharePoint website.
