With the approval and publication of reference (a) on 10 April 2025, references (b) and (c) are canceled. 2. Background. Reference (a) clarifies policy, expands on guidance, and outlines roles and responsibilities to  negate or mitigate the effects of a disease with  operational significance through the protection of  personnel, reducing operational risk, and focusing on maintaining force readiness.  Service-level priorities and planning considerations contained in references (b) and (c) have been incorporated into a single comprehensive  policy. 3. The new Order identified in reference (a) contains topics including, but not limited to, a phased Service- level response and desired effects that align with federal and Department of Defense (DoD) policy, including the DoD Functional Campaign Plan for Pandemics  and Infectious Disease (DoD FPC-P/ID) and reference  (d), and outlines public health emergency powers, roles, and responsibilities of commanders, including the authority  for the restriction of movement and the implementation of Health Protection Conditions (HPCONS) in response to a  public health crisis. 4. End State. The desired end state of reference (a) is  to maintain continuity of operations during a public health crisis (pandemic or infectious disease event) and ensure  the capabilities of protecting and sustaining combat power through the Force Generation process. 5. Distribution of this Order is authorized to U.S.  Government agencies only.  The new Order has been  published to the Technical Data Management  Publications System (TDM-PUBS), a CAC-enabled application containing publications of all distributions aside from  classified (Distribution Statement “F”).  Requests for a  copy or access to the new Order must be referred to the  POC listed in this message.  6. All Marine Corps Orders, command policies, and plans citing references (b) and (c) shall be revised to conform with reference (a). 7. This MARADMIN is applicable to the Total Force. 8.
