GOSS/MAJ/MMOA-3/(703) 784-9285/ EMAIL:  [email protected]// GENTEXT/REMARKS/1.  Purpose.  This message announces the board to screen 8059 and 8061 acquisition lieutenant colonels for acquisition command billets for assignment during fiscal year (FY)  2025, the eligible officer population for screening, and the  established timeline for execution of the board. 1.a.  Major timeline milestones are (read in two columns): Date                        Milestone                           Release of this message     Questionnaire open for applicants      28 October 2024             Completed questionnaire due           04 November 2024            Board convenes                        15 December 2024            Results released                      1.b.  The purpose of the acquisition command screening board is to  select highly qualified Marine officers to lead within major  acquisition programs and acquisition related commands where the  Marine Corps has a unique or vested interest.  1.c.  The board will select officers for designated acquisition  command billets projected to be available in FY25. 2.  Process.  The board will select from a list of eligible officers in the rank of lieutenant colonel and lieutenant colonel (select) who are best and most fully qualified and meet  requirements for acquisition command.  The board may select as  primaries a number of officers equal to the number of acquisition  command billets available.  Additionally, the board may select a  sufficient number of officers as alternates to meet requirements  when primaries decline or otherwise cannot take command. 3.  Board composition.  The board will consist of representatives from the acquisition communities, the operating forces, and  supporting establishment to ensure broad representation among board members. 4.  Eligibility.   MMOA-3 has posted eligibility rosters at the Acquisition Command Screening Board link on the following website: https://www.manpower.usmc.mil/wordpress/?active_marine=acquisition- command-and-command-equivalent-screening 4.a.  Eligibility criteria   4.a.1.  All 8059 or 8061 lieutenant colonels and lieutenant colonels  (select) except as outlined in paragraph 4.b, are eligible and will  be screened by this board. 4.b.  Ineligibility criteria 4.b.1.  Officers with a Primary Military Occupational Specialty other than 8059 or 8061. 4.b.2.  Officers previously selected for acquisition command with a projected rotation date after FY25. 4.b.3.  Officers with an established separation or retirement date. 4.b.4.  Officers with a mandatory retirement date prior to  1 June 2027. 4.b.5.  Officers who declined command after selection on a previous board, whether they declined the offer as a primary selectee, or an  alternate fleeted-up due to a vacancy. 4.b.6.  Officers in graduate education programs.  These officers will be eligible to screen for command after their graduation from  school and completion of their utilization tour, if required. 4.b.7.  Officers who have been relieved for cause from a designated lieutenant colonel command or command equivalent screened billet regardless of length of time in command. 5.  Board communication 5.a.  Eligible officers shall communicate with the board via the online questionnaire.  The online questionnaire is the primary  mechanism for communication.  In the questionnaire, officers may  call attention to any matter deemed important, including command  preferences or location, family or personal situations the board  should consider in decision making.  A common access card  certificate is not required to access the questionnaire. 5.a.1.  Questionnaire link for all eligible officers is as follows:  https://forms.osi.apps.mil/r/bnkjapjp6D  5.a.2  The deadline for submitting the online questionnaire is 2359 EST on 28 October 2024 in order to facilitate pre-board actions.  Any correspondence received after the convening of the board will be submitted at the discretion of the board president. All correspondence to the board must originate from or be endorsed by the screening officer. 5.b.  Officers may submit correspondence such as letters to the board and any material not found in their Official Military  Personnel File (OMPF) via email to the MMOA-3 organizational email  at [email protected]. 5.c.  Officers are required to submit their bio-on-a-slide (without photos), a current Defense Acquisition Workforce Improvement Act  (DAWIA) training transcript and acquisition Career and Training  Summary (CTS) depicting training and certifications in a single PDF file labeled "EDIPI_LastName_AcqCSB" via email to the MMOA-3  organizational email at [email protected].  Officers shall obtain their CTS from Ms. Angela Rowan ([email protected]) and should conduct an audit with Ms. Rowan to ensure the CTS is  accurate.  DAWIA transcripts are accessed via eDACM.   5.d.  OMPF update material.  Officers should submit OMPF update material via ORMA as soon as possible.  Officers are responsible  for ensuring their OMPF is accurate at all times. 5.e.  Fitness reports.  Completed fitness reports must be submitted  to Performance Evaluation Section (MMPB-2) for inclusion into the OMPF.   5.f.  Remove by request (RBR) 5.f.1.  Officers who are eligible but do not desire to screen must complete the online questionnaire and submit an AA form requesting RBR to MMOA-3.  The AA form must be endorsed by the Commander,  MARCORSYSCOM or Program Executive Officer for Air Anti-submarine  Warfare, Assault and Special Mission Programs.  Officers without  properly endorsed AA forms for RBR will be screened by the board.   Dir, MM will adjudicate in cases where an officer submits a negatively endorsed AA form for RBR. 5.f.2.  Officers desiring RBR must submit requests to the MMOA-3 organizational email at [email protected] NLT 28 October 2024. 6.  Command availability 6.a.  MMOA-3 has posted command availability lists at the  Acquisition Command Screening Board link on the following website: https://www.manpower.usmc.mil/wordpress/?active_marine=acquisition- command-and-command-equivalent-screening 6.b.  The list of acquisition command billets may be updated prior  to the board, and is subject to change up until the conclusion of  the board. 7.  Board results.  Manpower Management plans to release the results  of the board on or before 15 December 2024. 7.a.  Alternates.  The board will identify officers as alternates for assignment when command vacancies occur.  MMOA-3 will post an  alphabetical list of alternates on the MMOA-3 website following the  release of the board results. 7.b.  Declinations 7.b.1.  Officers slated to command who decline must do so via AA  form, endorsed by the first general officer in their chain of  command, forwarded to Headquarters Marine Corps (HQMC, MMOA-3).   Officers who decline command will receive a letter in their OMPF  documenting the declination.  Unless otherwise approved by Director, Manpower Management due to extraordinary circumstances, officers who decline command will not be considered for any other command during  the slating year and are ineligible for command screening on future  boards.  The results MARADMIN will establish a deadline for  declination requests. 7.b.2.  Alternates identified to fill vacated command billets are  also required to formally decline if they choose not to accept the  offer using the same procedure as paragraph 7.b.1.  7.c.  Deferrals.  Officers selected for command who are unable to  execute orders due to extraordinary life or personal circumstances  may request a deferral.  Officers requesting deferral must do so via AA form, endorsed by the first general officer in their chain of  command, forwarded to HQMC (MMOA-3).  If approved, the Director,  Manpower Management will defer officers to the following year's acquisition command screening board.  The results MARADMIN will  establish a deadline for deferral requests. 8.  Points of contact: Colonel D.
