On 13 August 2024, the Deputy Commandant for Manpower and Reserve Affairs (DC M&RA) convened the Fiscal Year 2025 Recruiting Station Commanding Officer (RSCO) Selection Board to select officers as RSCOs and identify alternates for duty beginning in 2025. 2. Marine Corps Recruiting Command is dedicated to recruiting high quality men and women from across our nation to earn the title Marine. To reinforce and continue ongoing recruiting success, a board of 3 general officers and 13 colonels reviewed the records of 347 eligible officers and selected 19 for assignment as RSCO. With a 5% primary selection rate, RSCO is an exceptionally competitive process. The board selected an additional 35 highly qualified officers as alternates. The board considered that the pre-eminent quality required for RSCOs is proven leadership, preferably demonstrated in dynamic environments in distributed situations, and selected officers accordingly. 3. MMOA-3 will place a letter annotating selection in the official military personnel files of all officers selected as primaries or alternates. 5. Coordinating instructions 5.a. Primary selectees. Primary selectees are to accept or decline command via email to their PMOS monitor listed in paragraph (6) NLT 6 September 2024. 5.b. Alternate selectees. No action is required by officers on the alternate list. If a command becomes vacant due to a declination or other extenuating circumstance, Manpower Management will fleet-up an officer from the alternate list. PMOS monitors will directly contact any alternate selected as a fleet-up. 5.c. Declinations. Officers who decline command must submit a declination in writing (AA Form) via the first general officer in their chain of command addressed to HQMC via MMOA-3 NLT 6 September 2024. Officers who decline command are ineligible for future command at any rank, unless otherwise approved by the Deputy Commandant for Manpower and Reserve Affairs. 5.c.1. Officers who decline command after 6 September 2024 will be considered to have denied orders per ref (a) and will exit the service NLT 30 September 2025. 5.d. Deferrals. Officers selected for command who are unable to execute orders due to extraordinary circumstances may request a deferral. If approved, the Director, Manpower Management will defer the officer to a future command screening board. Primary selectees may submit a deferral request in writing (AA Form) via the first general officer in their chain of command addressed to HQMC via MMOA-3. 5.e. Officers slated to command will schedule their attendance at the Cornerstone: Commandant's Combined Commandership Program prior to, or shortly after, assuming command.
