R 151511Z OCT 24 MARADMIN 489/24 MSGID/GENADMIN/CMC WASHINGTON DC// SUBJ/45TH EXECUTIVE SAFETY BOARD MINUTES// POC/WILLIAM HARLEY/LTCOL/GROUND SECTION HEAD/CMC SAFETY DIVISION/ 703-571-4589/[email protected]// POC/BAYLEN SMITH/CAPT/GROUND SECTION/CMC SAFETY DIVISION/ 703-571-4556/[email protected]// GENTEXT/REMARKS/1.  The 45th Executive Safety Board (ESB) met on 7 May 2024 to discuss the safety culture within the Marine  Corps, as well as current and future service-wide safety  initiatives. 2.  The ESB discussed the following four topics: 2.a.  Overview of Marine Corps Mishap Statistics; 2.b.  Current State of Tactical Vehicle Operations; 2.c.  Aviation Safety Program; and  2.d.  Marine Corps Motorcycle Safety. 3.  The following tasks were assigned to various Offices of  Primary Responsibility (OPR) for action: 3.a.  Utilize Marine Corps resources to develop solutions for the  data communication/connection challenges between Marine Corps  Training Information Management System (MCTIMS)/Marine Corps Total  Force System (MCTFS) and MCTIMS/Transportation Capacity Planning  Tool (TCPT) and conduct a holistic review of existing data  management systems to maximize utilization and better posture the  Marine Corps for reducing mishaps.  OPR: Commandant of the Marine  Corps Safety Division (CMC SD)/Manpower Programs  (Talent Management), Manpower and Reserve Affairs (M&RA) 3.b.  Alignment of the ground-based simulator acquisition process  with the aviation simulator acquisition model.  OPR: Deputy  Commandant Combat Development and Integration (DC, CD&I)/Program  Executive Office, Land Systems (PEO LS) 3.c.  Fully implement the ground unit Department of Safety and  Standardization (DOSS) and Assault Amphibian Training and Operating  Procedures Standardization (AATOPS) across the Assault Amphibian  (AA) community and determine applicability and feasibility, with a  recommendation for implementation, across the Ground Combat Element  at the FY25 Ground Board.  OPR: Commanding General Training and  Education Command (CG, TECOM) 3.d.  Develop the policy and training way ahead for the GCE DOSS,  AATOPS, and quality assurance/quality control programs within the  AA community.  OPR: CG, TECOM 3.e.  Develop the AA unit inspection and evaluation program, aligned  with the Commanding General's Readiness Inspection (CGRI) program,  to support the AA Concept of Employment (COE) and ensure compliance  with the AATOPS/DOSS Marine Corps Order.  OPR: CMC SD 3.f.  Support the AA community with aviation expertise (e.g., DOSS)  until the Ground Combat Element (GCE) DOSS and AATOPS training  programs have been developed and implemented; no later than the end  of FY28.  OPR: Deputy Commandant, Aviation 4.  Complete minutes from the ESB are published at: https:(slash) (slash)usmc.sharepoint-mil.us(slash)sites(slash)USMC_SAFETY 5.  Release authorized by Lieutenant General Paul J.
