Purpose.  The purpose of this MARADMIN is to announce the Fiscal Year 2025 (FY25) military justice and special victim litigation training schedule for Marine Corps trial counsel  (including special trial counsel), defense counsel, victims’ legal counsel (VLC), and legal support personnel. 2.  Background.  Pursuant to reference (a), the Staff Judge Advocate to the Commandant of the Marine Corps (SJA to CMC) is responsible for ensuring the quality of military justice practice within the  Marine Corps.  In keeping with this responsibility, the SJA to CMC is committed to providing comprehensive and meaningful training, consistent with references (b) and (c), to all trial counsel (including special trial counsel), defense counsel, VLC, and legal support personnel in accordance with their respective duties. 3.  Action.  To ensure the proper training of Marine Corps judge  advocates and legal support personnel, Judge Advocate Division,  Headquarters Marine Corps, sponsors and facilitates training that  addresses the full range of military justice practice within the  Marine Corps, including the unique aspects of handling special victim cases.  Among other things, this includes training related to: digital and physical forensics, medical evidence, professional  responsibility obligations, vicarious trauma, and psychological  aspects of special victim cases.  Executing training associated with these and related topics on an annual basis helps to sustain a professional and quality military justice practice within the Marine Corps while simultaneously fulfilling the requirements of references (b) and (c).  All military justice practitioners within the Marine Corps will abide by the training requirements and policies of their respective organizations:  the Trial Services Organization (TSO), the Office of Special Trial Counsel (OSTC), the Defense Services Organization (DSO), and the Victims’ Legal Counsel Organization (VLCO).  4.  Coordinating instructions. 4.a.  Schedule.  The following is a non-exhaustive list of courses  offered during FY25 that correspond with the training requirements of the TSO, OSTC, DSO, and VLCO.   4.a.1.  TSO-specific courses.     4.a.1.a.  Army Trial Counsel Assistance Program (TCAP) Basic Trial  Advocacy Course, 2-6 Dec 24 (Fort Belvoir, VA).  4.a.1.b.  Army TCAP Guilty Plea Course, 16-20 Dec 24 (Fort Belvoir, VA). 4.a.1.c.  Army TCAP New Prosecutors Course, 6-10 Jan 25 (Fort Belvoir, VA). 4.a.1.d.  Army TCAP Guilty Plea Course, 22-24 Jan 25 (Fort Belvoir, VA). 4.a.1.e.  TSO Annual Training, 3-7 Feb 25 (National Advocacy Center, Columbia, SC). 4.a.1.f.  Navy TCAP Trial Department Course, 3-7 Feb 25 (NJS, San Diego, CA). 4.a.1.g.  Army TCAP Basic Trial Advocacy Course, 10-14 Mar 25 (Fort Belvoir, VA).  4.a.1.h.  Army TCAP Basic Trial Advocacy Course, 28 Apr–2 May 25  (Fort Belvoir, VA).  4.a.2.
