The Fiscal Year 2025 (FY25) Active Reserve (AR) Staff Noncommissioned Officer (SNCO) Promotion Selection Board (PSB) will convene on Tuesday, 4 February 2025 at 2008 Elliot Road, Marine Corps Base, Quantico, VA, for a period of about 10 days to consider eligible E-5 through E-8 Marines for selection to the next grade. 2. For additional details regarding Marine Responsibilities, Commander Responsibilities, Board Eligibility, Removal from Consideration, Professional Military Education requirements, and Alternate Selection visit the Enlisted Promotions (MMPB-11) website at https://www.manpower.marines.mil click on “Manpower Management” / “Performance Branch" / “Promotion Section” / “Enlisted" / “Staff NCO Promotions” and “Preparation”. 3. All correspondence submitted to the President of the board must be received no later than 2359, Eastern Standard Time (EST) on 26 January 2025. 4. Details for updating the Marine Corps Total Force System (MCTFS) and Official Military Personnel File (OMPF) are listed on the MMPB-11 website. 5. Component/Category Changes 5.a. Marines are considered based on the category affiliated with at 2359 EST on 3 February 2025. Any changes made between active component, SMCR, IMA, and IRR after this date will not make a Marine eligible for consideration. 5.b. Marines selected who subsequently transfer to the active component prior to their selection number being reached, must submit an exception-to-policy request to RAP-2, copying MPP-20 and MMPB-11, via their chain of command up through the first general officer to retain their promotion selection. If not approved, the Marine's selection will be deleted and they will compete for selection on the next PSB for which they are eligible. 5.c. Marines assigned to Extended Active Duty (EAD) recruiting must be assigned to the AR on the date the board convenes to be considered. 6. The table below lists the MOS's that "feed into" the Intended MOS (IMOS) at the next higher grade indicated. Marines serving in a basic MOS are considered in their IMOS. Marines with a Primary MOS (PMOS) listed in column (A) as a feeder MOS compete for promotion to the IMOS listed in column (B), provided they meet the eligibility requirements listed in paragraph 10 below. Note: The AR program does not rate PMOS 8422 staff sergeants, however, they are allowed to join the program. The 8422 population is considered a critical MOS in the AR program and therefore authorizes staff sergeants to join the population prior to holding the rank of gunnery sergeant. Marines in the 8422 population will maintain their previous PMOS until they are promoted. Those who meet the TIG and TIS when the promotion board is in session are eligible. Packages for 8422 staff sergeants will be screened using their 8422 Intended MOS (IMOS), vice their PMOS. 6.a. All Marines who meet the requirements set forth in this MARADMIN and on the Enlisted Promotions Unit website will compete for promotion in the MOS assigned on the day prior to the convening date of the board. MOS changes after the date of this MARADMIN are not authorized without the prior approval of Reserve Affairs Plans Section (RAP-2). 7.h. Questions regarding MOS allocations, zones, and AFADBD cutoffs should be addressed to RAP-2. 8. Any prior failed selection in grade in a different component or category of the reserve will not count against a Marine who transferred to the AR. Example: Marine currently in the AR who received a failed selection in the SMCR will be considered for promotion in the AR in zone population (if eligible). 9. FY25 AR Twice Passed (2P) Continuation Board / 2P sergeants. 9.a. Reserve Affairs Personnel Management Branch (RAM) will convene the FY25 AR 2P Continuation Board immediately following the FY25 AR SNCO PSB. All AR SNCOs who have been passed twice or more for promotion and have less than 18 years of active service as of 1 September 2025 will be considered for continued service on the AR Program. Marines with multiple passes who were previously approved via a continuation board to be retained on the AR Program up to the end of their current contract will also be screened for continued service. 9.b. FY25 AR 2P sergeants who have multiple passes for promotion may be released from the AR Program. 9.c. AR SNCOs and sergeants not approved for continuation by the board will have a DCC "BD" "Discontinued, twice failed selection for promotion" reported into MCTFS and be directed to EAS no later than 1 September 2025. Marines discontinued are directed to enroll and complete transition readiness requirements. All remaining service obligation will be served in another reserve category, i.e. IRR/SMCR/IMA. The Director, Reserve Affairs, may grant exceptions to this policy when AR Program, manpower requirements emerge. 9.d. Marines identified as discontinued may request retention consideration to the Director, Reserve Affairs (RAM), for adjudication via the O-5 level commanding officer or inspector-instructor. The O-5 level commanding officers or inspector-instructors shall provide clear recommendations of approval or disapproval, with amplifying remarks for continued retention on their endorsements. To manage the program effectively and ensure PMOS promotion opportunities, requests for continued service in the AR Program will be evaluated based on personal performance, conduct, and the RAP-2 (Enlisted Plans) analysis on the current and projected rank and PMOS category status. 10.
