As outlined in Ref (a) AV-8B Harrier  (VMA) Plan, Manpower and Reserve Affairs (M&RA) is transitioning the AV-8B population in accordance with Marine Aviation’s transition plans. 2.  Background.  Marine Aviation is tasked with maintaining a lethal and responsive Aviation Combat Element (ACE) to support  the Marine Air-Ground Task Force (MAGTF) and Joint Force. We are  transitioning to an all-5th Generation Tactical Aircraft Fleet and  modernizing all other aspects of the ACE to be postured to fight  tonight against our nation’s adversaries. 3.  This MARADMIN is applicable exclusively to enlisted Marines in  the following Military Occupational Specialties (MOS): 6212 Fixed  Wing Aircraft Mechanic AV-8/TAV-8, 6222 Fixed-Wing Aircraft Power  Plants Mechanic F-402, 6252 Fixed Wing Airframe Mechanic  AV-8/TAV-8, 6282 Fixed Wing Aircraft Safety Equipment Mechanic AV-8, and 6332 Aircraft Electrical System Technician AV-8.  3.a.  At present, other MOSs do not require the use of involuntary  force shaping measures as part of 2025 Marine Aviation Plan.  M&RA  will publish guidance if subsequent phases of 2025 Marine Aviation  Plan require the use of these involuntary tools for Marines in  additional MOSs. By FY27, retention and promotion opportunities  will no longer exist for the AV-8B population. Those Marines  serving outside the AV-8B MOS, for example on Special Duty  Assignment, will be given an Intended MOS (IMOS) for F-35 and  will remain eligible for promotion.  4.  MOS Reclassifications. By 1 August 2025, any Marine in MOS  6212, 6222, 6252, 6282, or 6332 who is not stabilized for  deployment, pending orders, lateral move, or separation due to  voluntary actions and have not completed legacy transition as  outlined in Ref (a) will be reclassified into a new MOS based  solely on the needs of the Marine Corps, regardless of remaining  contract time.  4.a.  Marines at the rank of sergeant and below subject to  reclassification will be processed in accordance with established  procedures per Ref (b). 4.b.  Senior enlisted Marines (staff sergeants and above) will be  processed in accordance with the applicable guidelines for their  ranks per Ref (b). 5.  Coordinating Instructions. The MOS Reclassification process  will commence on or about 15 August 2025. Affected Marines will be  notified of their new PMOS or IMOS on or about 30 September 2025. 5.a.  Manpower Management (MM) will conduct the MOS  Reclassification process. 5.b.  New PMOS assignments and subsequent orders will be based  solely on the needs of the Marine Corps. Each Marine’s  situation will be reviewed on a case‐by‐case basis. 5.c.  Marines receiving a new PMOS as a result of the  reclassification will not incur any additional obligated service  after completion of their new PMOS schooling. 6.  This MARADMIN is not applicable to the Marine Corps  Reserve. 7.  Release authorized by MajGen Ryan S.
