WELTZIEN/MAJ/DCI RESERVE LIAISON/TEL: 703-692-1395/ EMAIL: [email protected]// GENTEXT/REMARKS/1.  On 5 May 2025, the Director for Manpower Management convened the Fiscal Year 2027 (FY27) Marine Attaché (MARA) Selection Board to select Marines for duty with the Defense Attaché Service (DAS) to report in FY27.  The Director, Manpower Management has approved the reserve results as well as the active component enlisted Marines in this message for the assignments below.  Upon the Secretary of the Navy approving the board's officer selections, Manpower Management will release the names and assignments of officers selected for duty with the DAS. 2.  The Marine Corps is committed to ensuring the most professional representation of our service and nation abroad in these high-visibility, high-impact posts.  In making selections, the board considered demonstrated performance, Marine Air Ground Task Force experience, and the potential to operate effectively in a foreign, independent duty. 3.  Reserve Component Selections 3.a.  Primary reserve officer selections Name                        MOS Hampshire, Kenneth E.       7563 Liu, Thomas K.              0802 3.b.  Alternate reserve officer selections Name                        MOS Oberjuerge, Luke A.         0402 Schactler, Scott A.         0202 3.c.  Primary reserve enlisted selections Name                        MOS Toler, Bridget L.           0211 3.d.  Alternate reserve enlisted selections Foster, Richard M.          0811 4.  Active Component Enlisted Selections.  Any changes from the originally advertised country list were based on requirements from DIA.  Acceptance is conditional upon submission and approval of Reenlistment Extension Lateral Move (RELM) request. 4.a.  Primary active component enlisted selections Name                        MOS       Assignment Atayee, Bassir A.           0211      Oman Fricke, Jason K.            3537      Tunisia Rodriguez, Jhon A.          0111      El Salvador Snow, Connor W.             0369      Ukraine Woodall, Michael C.         0211      Egypt 4.b.  Alternate active component enlisted selections Name                        MOS Foster, Raveem S.           0211 Kashuba, Jason C.           2629 Morales, Ever I.            0681 Telesford, Kishawn D.       3531 5.  Coordinating instructions 5.a.  Acceptance of selection.  Primary selectees are to accept or decline via email to their primary military occupational specialty monitor no later than 10 days after the release of this message. 5.a.1.  Active Component selectees are instructed to contact the HQMC Marine Attaché Program Office at [email protected] or 703-693-5421 to communicate acceptance of assignment and receive further guidance. 5.a.2.  Reserve component selectees are instructed to contact Deputy Commandant for Information Reserve Liaison Office to communicate acceptance of assignment and receive further guidance. 5.b.  Declinations and deferrals.  Selected Marines can request a declination or deferral using the procedures below.  However, once a Marine accepts their selection and receives orders, they are subject to the regulations in the ref (d). 5.b.1.  Marines who decline assignment to the above billet must  submit a declination in writing (AA form) via the first O6 in their chain of command addressed to HQMC via MMEA-25 or MMOA-3 NLT 10 days after the release of this message.  Marines who decline will be ineligible for future billets with the DAS unless otherwise approved by the Director, Manpower Management. 5.b.2.  Deferrals.  Marines selected for assignment to a DAS billet who are unable to execute orders due to extraordinary circumstances may request a deferral.  Deferrals cannot be requested on the basis of country preference.  If approved, the Director, Manpower Management will defer the Marine to a future MARA selection board. Primary selectees may submit a deferral request in writing (AA Form) via the first general officer in their chain of command addressed to HQMC via MMOA-3 NLT 10 days after the release of this message. 5.c.  Reporting and training overview 5.c.1.  Selected Marines can expect Permanent Change of Station orders for training in the National Capital Region.  Training start dates are dependent upon the assigned country and corresponding training requirements, but can begin as early as January 2026. Selected Marines with competing service requirements which could potentially delay their availability for training must notify their primary MOS monitor in their initial correspondence. 5.c.2.  A limited portion of training during the Joint Military Attaché School (JMAS) is available to the spouses of selected Marines.  Although spouse attendance is not required, it is highly recommended and does not incur any additional cost to the service member.  Language training is available to the spouse for most billets at the request of the selected Marine.  In addition to training, a security clearance will be submitted for the spouse. 5.c.3.  Spouses must be naturalized U.S. citizens prior to the service member attending JMAS.  Spouses with dual citizenship will not be allowed to attend JMAS. 5.c.4.  Service members must complete a Counter Intelligence Polygraph examination prior to attending JMAS.  This will be coordinated through the selectee's parent command. 6.  This message is applicable to the reserve and active component. 7.  Release authorized by BGen Fridrik Fridriksson, Director, Manpower Management Division.//
