The purpose of this message is to outline the coordination required for the sunset/retirement of legacy Global Force Management (GFM) applications, Force Management Tool (FMT) and SLIDER. 2. Situation. This message delineates the coordination required for The sunset/retirement of legacy GFM applications, FMT and SLIDER, as we transition to GSAMPS as the new program of record (POR). Included are details pertaining to the application replacing FMT, the mitigation plan in place during the projected period of inactivity for both systems, and the required actions for access to the new application. 2.a. No later than (NLT) 03 October 2025, GSAMPS will replace FMT and SLIDER applications as the new POR delivering a GFM enterprise analytics capability for the Marine Corps. It will expand functionality by integrating data from key systems— including Total Force Structure Management System (TFSMS), Marine Corps Total Force System (MCTFS), and Defense Readiness Reporting System (DRRS) to reflect both current and planned Force Employment. This integration will enable data-driven, analytical decision support and provide a unified Marine Corps common operating picture across tactical, operational, and institutional levels. 2.b. The FMT application serves as Marine Corps Force Generator and Allocation Planner aligning specific units to validated Combatant Commander (CCDR) and service requirements. Provides Marine Corps stakeholders with a common picture of global requirements and the ability to register, track, and source Marine Corps forces and capabilities. 2.c. The SLIDER application provides the most updated data of unit employment to develop service responses to Joint Staff J-3/5 South (JS-J35S) with an analytical focus of capacity, risks, and impacts. It provides Headquarters Marine Corps (HQMC) with a graphical posture and global view of its capabilities in order to conduct capacity assessments based on location of its forces today and where they will be tomorrow. Ultimately, allows users to graphically create a Training and Exercise Employment Plan (TEEP) capability picture, and manipulate, analyze and present general employment schedules for any number of units. 2.d. GSAMPS is an application nested within the Strategic Management Decision Support (SMDS) program. GSAMPS is the first of six use cases and will be the first enterprise level system with a fully integrated, automated capability to effectively execute the GFM mission. GSAMPS will bridge the gap between Marine Corps Title Ten Force offerings, Force/Institutional risk assessment decisions and Joint Staff/Office of Secretary of Defense perspectives of USMC force availability. GSAMPS is hosted in the Digital Network Applications (DNA) Department, Naval Air Warfare Center Aircraft Division (NAWDAD), Naval Air Systems Command (NAVAIR) in Impact Level 5 (IL5) (NIPR) and Impact Level 6 (IL6) (SIPR) cloud environments with the production environment located in the IL6 SIPR cloud. 3. Mission. In accordance with ref (A), The GSAMPS user community includes all operational commands, supporting establishments and headquarter staffs participating in Force Synchronization or Global Force Management tasks to develop sourcing solutions and/or identify operational or institutional risk to source. Marines and civilians who participate in supporting GFM processes perform these duties in support of their current role and area of responsibility within the unit. Accordingly, no specific military occupational specialty (MOS) is required to operate the system. 4. Execution 4.a. Commander’s Intent 4.a.1. Period of Inactivity 4.a.1.a. There will be a projected period of inactivity taking place from 29 August 2025 until 3 October 2025, where users will not have access to FMT, SLIDER, and GSAMPS. Inactivity is required to allow for account registration, course of action (COA) development, data entry, and data visibility. Upon close of business on 29 August 2025, DC Plans, Policies and Operations (PP&O), Current Operations-South (POC-S) will download FMT’s data base for fiscal years (FY) 2025, 2026, 2027, and 2028 in support of the mitigation plan outlined in paragraph 4.c. 4.a.2. Upon the activation of GSAMPS NLT 03 October 2025, legacy systems FMT and SLIDER will no longer be available for use due to GSAMPS inheriting the entirety of the FMT and SLIDER databases for user visibility and actions within their approved user roles and permissions. 4.b. DRRS 4.b.1 NLT 28 Aug 2025, FMT will not maintain current DRRS readiness data previously accessed via FMT's TEEP module. Upon activation of GSAMPS NLT 3 October 2025, users will regain access to core readiness ratings however assigned ratings will not be available until a later release iteration. Requesting all users who previously obtained assigned ratings via FMT, register for a DRRS account at https://drrs.csd.disa.smil.mil/drrs/ or rely on their commands readiness representatives for required data. 4.c. Mitigation plan 4.c.1. In order to mitigate the effects of the period of inactivity, all currently approved FMT Area of Responsibility (AOR) administrators and provider approvers will be given access to the In Lieu Of (ILO) SIPR Force Management team site https://usmc.spo. microsoft.scloud/teams/gsampstransition/lists/ master_fpt_data/allitems.aspx/ NLT 29 August 2025. Users requiring visibility only, will be given access to a separate Force Management team site at https://usmc.spo.microsoft.scloud/teams/ gsampstransition/lists/fmtc%20static/allitems.aspx?env=webviewlist NLT 29 August 2025. 4.c.1.a NLT 29 August 2025 HQMC POC-S will upload the FMT database to the Force Management SIPR team site displaying FY 2025, 2026, 2027, and 2028 for all event types including the following key fields: AOR, event name, event type, FY, index number, requirement name, total pax, force tracking number (FTN), UIC, solution status, unit name, alt name, solution start date, solution end date, duration, solution pax, element, provider, authority, solution comments. 4.d. Data entry 4.d.1. Concurrence with emergent requests for forces (RFF) will require response from MARFORs via AMHS messaging to POC-S and POC-S should be included on the info line. The message contents should include the logbook information with the associated concurrence assessment. 4.d.2. Force employers shall coordinate with supporting MARFORSs for force provider concurrence and POC-S AOR Administrators to capture sourcing requirements and solutions on the Force Management team site. 4.d.3. Force providers are responsible for reviewing their existing sourcing solutions. Updates to current sourcing solutions will be submitted to their AOR administrator via change request by utilizing the change request button within the uploaded FMT database on the SIPR team site. 4.d.4. AOR administrators are required to maintain the uploaded FMT database file for data integrity within their respective regions. All requested sourcing updates should be captured by identifying the effected index number and required edits by utilizing the change request button. 4.d.5. GSAMPS AOR administrators will update respective AORs in new POR upon GSAMPS activation with all relevant sourcing solution changes to include comments from ILO database that occurred during period of inactivity NLT 08 October 2025. 4.e. Reserve Integration (RI) documentation 4.e.1. POC-S RI section will upload and maintain versions of reserve activation tracker and reserve activation checklist via ILO SIPR team site https://usmc.spo.microsoft.scloud/teams/gsampstransition/ lists/master_fpt_data/allitems.aspx. All users will have read only access to these documents. 4.f. Joint Capability Requirement Manager (JCRM) submissions 4.f.1. Prior to emergent sourcing submissions to Joint Staff J-35S (JS-J35S), POC-S shall confirm concurrence and approval via AMHS message from PP&O POC 4.f.2. For rotational requirements the following information will be utilized from the FMT database uploaded by POC-S: FTN, AOR, event name, requirement name, UIC, solution status, unit name, solution start date, solution end date, solution pax, provider, solution comments. additional information may be requested from force providers via separate correspondence. 4.g. SLIDER COA development 4.g.1. There will be no ability to generate or conduct analysis of COAs during the period of inactivity. 4.h. Conference registration 4.h.1. Administration and Logistics 5.a. The FMT help desk email account will be inactive as of 29 August 2025. Upon GSAMPS activation the SMDS helpdesk can be reached at: [email protected] for application technical support. 5.a.2. For any other assistance during this period of inactivity utilize your corresponding AOR Administrator(s) or application administrator(s). 5.b. GSAMPS system access 5.b.1. FMT accounts will not automatically transfer to new POR. All personnel requiring GSAMPS access must register for a new account within the SMDS environment at https://smds.navair.navy.smil.mil/. User account registration will begin on 03 October 2025. Completion of training will be verified by application administrators before account approval. 5.c. Required trainings 5.c.1. All users requesting access to GSAMPS must complete the training course(s) corresponding to the requested GSAMPS user role(s). Establishment of a MarineNet account may be required. Users can request access to Marinenet at https://www.marinenet.usmc.mil/. Training courses are self-paced and conducted via NIPR web-based training (WBT) on Marinenet utilizing the Marinenet E-learning Ecosystem. Access to training courses will be available NLT 29 August 2025. 5.c.2.
