R 031300Z MAR 26 MARADMIN 081/26 MSGID/GENADMIN/CMC CD WASHINGTON DC// SUBJ/USMC CIVILIAN 1035-SERIES HIRING POLICY// REF/A/SECRETARY OF THE NAVY MEMORANDUM/7 AUG 2025// REF/B/DIRCOMM MEMO/12 JAN 2026 REF/C/MARINE CORPS ORDER 5311.1E TOTAL FORCE STRUCTURE PROCESS REF/D/MARINE CORPS ORDER 12250.3 CIVILIAN HUMAN RESOURCES MANAGEMENT IN THE UNITED STATES MARINE CORPS REF/E/DEPARTMENT OF THE NAVY (DON) CIVILIAN HUMAN RESOURCES MANUAL POC/CD-BUSOPS/HQMC CD/TEL: (703) 614-8010/EMAIL: [email protected]// GENTEXT/REMARKS/ 1.  PURPOSE.  In accordance with reference (a),  this MARADMIN establishes centralized Table of Organization and  Equipment Change Request (TOECR) authority for all civilian 1035  series positions within the U.S. Marine Corps.  This policy supports  the optimization of the civilian COMMSTRAT community and aligns with  Department of the Navy (DON) strategic communication priorities. 2.  APPLICABILITY.  This policy applies to all Marine Corps  commands, organizations, and installations requesting a TOECR to  create, remove, convert or increase/decrease the grade of civilian  1035 series positions.  Table of organization and equipment change  request to change billet descriptions that do not impact grade,  clearances, and other administrative actions are excluded from this  MARADMIN.  Hiring into existing 1035 series structure is excluded,  per reference (b). 3.  POLICY.  Effective immediately, the following process is in  effect: 3.a.   All civilian 1035 series billet creations or deletions,  grade adjustments, and conversions to or from the 1035 series must  be submitted to the Director of Communication (DIRCOMM),  Communication Directorate (CD), Headquarters Marine Corps, for  review and approval via the Enterprise Task Management Software  Solution (ETMS2). 3.b.  In addition to filling out the Total Force Structure Division  (TFSD) TOECR requirements outlined in reference (c): 3.b.1.  Each TOECR action requires the requesting unit to send the  TOECR package to include the classified position description via  ETMS2 to “USMC HQMC CD BUSOPS” for staffing and review. 3.c.  CD Business Operations (BUSOPS) will validate and coordinate  all submissions and make a recommendation to DIRCOMM for approval or disapproval.  A final decision memorandum from DIRCOMM will be  returned to the requesting command via ETMS2 for continued TOECR  routing. 4.  RESPONSIBILITIES. 4.a.  DIRCOMM approval is required for all Marine Corps civilian  1035 series billet TOECRs outlined in paragraph 3.a. prior to  submission to Deputy Commandant, Combat Development and Integration,  Total Force Structure Division.  4.b.  CD BUSOPS will manage the collection and review of all 1035  series civilian TOECRs submitted by Marine Corps commands, ensuring  the justification for the TOECR is sufficient for staffing. 5.  COORDINATING INSTRUCTIONS. This policy does not supersede other  SECNAV or Marine Corps civilian recruitment and position  classification policies.  If a civilian hiring freeze is in effect,  commands must still obtain a waiver through the appropriate  channels.  All waiver requests must be submitted separately in  accordance with current hiring freeze guidance. 6.  This MARADMIN is cancelled upon its incorporation into a Marine  Corps Order. 7.  Release authorized by Col John O.
