  1.  Situation.  Commandant of the Marine Corps Memorandum dated 20 February 2020 directed Deputy Commandant for Combat Development   and Integration (DC, CD&I) as the sole element in Headquarters Marine Corps (HQMC) responsible for requirements development. In  accordance with this directive, DC CD&I established the Marine  Expeditionary Unit Summit (MEUSUM). The MEUSUM serves as a  collaborative forum for MEU Commanders, Expeditionary Operations Training Group (EOTG) Directors/Officers-in-Charge (OICs), and their staff to identify capability gaps, exchange best practices/lessons learned, as well as engage with higher level headquarters and  supporting establishments on evolving concepts, programs, and capabilities. 
  2. Mission.  The FY26 MEUSUM will be conducted 14-16 April 2026 at the General Raymond G. Davis Center (Bldg 3300), Marine Corps Base (MCB) Quantico.
  3. Execution.  The MEUSUM will be conducted in person and broadcast via secure video teleconference (SVTC). Plenary/level setting  briefings from HQMC will be conducted in the first half of day one followed by briefings from the operating forces and supporting  establishments after the lunch break. Day two will continue with  more briefings from the operating forces and supporting  establishments. Day three will solely focus on working groups and  close-out briefs. 3.a. Concept of Operations: 3.a.1. Plenary topics are to be determined. 3.a.2. MEU 3.a.2.a. Recommended briefing topics: Campaign Plan, Task  Organization, OE&AS and capabilities by Amphibious Warfare Ship, PTP and/or Deployment Overview and Challenges, Fires- Integration with broader naval fires architecture, Information (Space, Cyber, COMMSTRAT), SOF Integration, Sustainment. 3.a.2.b. Challenges to be discussed with the community: Enterprise (Navy and Marine Corps combined), Institutional (Navy and Marine  Corps Separate), Operational (ARG/MEU Interest). 3.a.3. MEF and EOTGs will conduct a combined brief. 3.a.3.a. Recommended briefing topics: Campaign plan, Task  Organization (EOTG only), PTP and/or Deployment Overview and  Challenges. 3.a.3.b. Challenges to be discussed with the community: Enterprise (Navy and Marine Corps combined), Institutional (Navy and Marine  Corps Separate), Operational (ARG/MEU Interest). 3.a.4. Expeditionary Warfare Training Group  3.a.4.a. Recommended briefing topics: Campaign plan, Task  Organization, PTP and/or Deployment Overview and Challenges. 3.a.4.b. Challenges to be discussed with the community: Enterprise (Navy and Marine Corps combined), Institutional (Navy and Marine  Corps Separate), Operational (ARG/MEU Interest). 3.a.5. Working groups will consist of the following: 3.a.5.a. Executive working group for MEU Commanders and EOTG  Directors/OICs or their representatives. 3.a.5.b. Operations working group will be hosted by Programs,  Policy, and Operations (PP&O), Combat Development and Integration  (CD&I), and Training and Education Command (TECOM).   3.a.5.c. Logistics working group will be hosted by Installations  and Logistics (I&L).   3.a.5.d. Command, Control, Communication, Computer, Cyber and  Intelligence (C5I) working group will be hosted by CD&I. 3.a.5.e. Combat Cargo working group will be hosted by CD&I. 3.a.5.f. Aviation working group will be hosted by CD&I. 3.a.5.g. Special Access Afloat working group will be hosted by CD&I.

Travel funding is the responsibility of the attending command. 4.c. Lodging is available on MCB Quantico and in the local vicinity. 4.d. Security: 4.d.1. Participants that desire to attend in person must submit a  visit access request (VAR) for the "Marine Expeditionary Unit  Summit" via the Defense Information for Support Systems (DISS) to  the Raymond G. Davis Center, SMO code: M30000 – 30002 CD&I-1.   Ensure request point of contact (POC) lists Major Nikk Davis (MExW), (703) 784-4969 as the event POC.  Requests must be submitted by 07  April 2026. 4.d.2. The overall classification for the MEUSUM is SECRET//FVEY,  except for the Special Access Afloat Working Group, which is  classified TS/SCI. Coordination for the Special Access Afloat  Working Group will be sent via separate correspondence.  4.e.  Uniform is MARPAT (or equivalent) for military and business casual for civilians.
