Purpose:  To announce Marine Corps University  (MCU) Expeditionary Warfare School (EWS) and Command and Staff  College (CSC) Blended Seminar Program (BSP) seat allocations.  1.a.  The BSP is a combination of resident and nonresident online  education at or near home station. 1.b.  The College of Distance Education and Training (CDET) EWSBSPs  and CSCBSPs are located at the following MCU regional campuses:   Camp Pendleton, California (CPCA);  Camp Lejeune, North Carolina  (CLNC);  Quantico, Virginia (QUAN);  and EWSBSP only at Camp Butler,  Okinawa, Japan (OKIN); and Marine Corps Base Hawaii (MCBH) Kaneohe  Bay, Hawaii. 2.  The program provides the opportunity for officers to complete  Career Level School (CLS) or Intermediate Level School (ILS) within  one academic year, earning graduates of both programs Professional  Military Education (PME) credit and Joint PME (JPME) Phase I credit  for ILS.  The following are program details for Fiscal Year  2026-2027.2.a.  EWSBSP is delivered in three seminars:  The initial resident seminar (IRS) is a 20-training day in-resident seminar over  approximately four weeks, the non-resident seminar (NRS) is a 12-week  online seminar, and the final resident seminar (FRS) is a 30-training  day in-resident seminar over approximately six weeks.  CSCBSP is also  delivered in three seminars:  The IRS is a 23-training day  in-resident seminar over approximately five weeks, the NRS is a  28-week online seminar, and FRS is a 29-training day in-resident  seminar over approximately six weeks.  The number of training days  above are approximate and will vary by region. See paragraphs 5.g  and 5.h. for fitness report requirements. 2.b.  Each resident period will be considered local travel or  unit funded Temporary Additional Duty (TAD) (depending upon home  station location), while the online seminar will be accomplished  during the students’ off-duty time at home station.   3. Student eligibility. 3.a. The BSP is a Total Force program. A Marine Administrative  Message (MARADMIN) for reserve participation will be released  separately.   3.b. Major Subordinate Commands (MSC) (listed in para 4.c and 4.f)  must ensure that students selected to attend the BSP are available  for both resident periods.  3.c.   1.  Coordinating Instructions 5.a.  MSCs listed in this MARADMIN are required to register students  in MCTIMS for both IRS and FRS courses.  All unused seats 30 days  prior to seminar start dates will revert to CDET control.  5.b.  Uniform requirements:  contact the appropriate regional POC  for local uniform requirements.  5.c.  Participating students should be ready to begin classes at  0800 on the day following the US report date as listed in paragraphs  4.a. and 4.d.  5.d.  Reporting locations will be provided to students once their  enrollment has been approved and assigned to a seminar cohort. 5.e.  Registration responsibility.   5.e.1.  MSC training managers will register students into MCTIMS  using the formal school procedure outlined in reference (d) and in  accordance with paragraph 4.g. and 5.a.  Students should arrive for  both resident sessions with permissive TAD orders approved by the  parent command.   5.e.2.  Please be advised that travel funding for BSPs is not  available from TECOM at this time.  However, FSTS directs that  commands continue to submit funding requests via MCTIMS to inform  future funding projection purposes.  If funding is required for  travel, it is the responsibility of the students’ command to provide  it.  In the event of an overnight battlefield staff ride/offsite,  MCU will provide an endorsement for dual lodging for those on  unit-funded TAD.  Local students will be funded for those events by  CDET. 5.e.3.  Reserve officers will receive funding for travel and per  diem from MARFORRES. 5.f.  Local commanders must endorse letters of support for their  participating Marines, which ensures that Marines selected to attend  the Initial Resident Seminar are also available to attend the Final  Resident Seminar. Format for these letters can be provided by the  closest CDET regional director listed in paragraph six.  Similarly,  local commanders must provide a justification letter to  CG EDCOM/President MCU via the first O-6 in the chain of command for  any of their Marines who drop from the program. 5.g.  The first resident seminar for the EWSBSP is less than 30 days;  Students will not require "To Temporary Duty" (TD) fitness reports  (FITREPs) prior to attendance.  The second resident period is more  than 31 days; Students will require TD FITREPs from commands prior  to attendance.  CDET will run "From Temporary Duty" (FD) FITREPs  upon completion of the program. 5.h.  Both resident seminars for the CSCBSP are more than 31 days;  Students will require TD FITREPs from commands prior to attendance.   CDET will run FD FITREPs upon completion of each period. 5.i. “USMC officers enrolled in MCTIMS for the BSP, or BSP complete,  will be ineligible for screening on the Commandant's Career Level  Education Board (CCLEB) and the Commandant's Professional  Intermediate-Level Board (CPIB) for the purposes of assignment to  resident career-level PME or resident intermediate-level PME.   Those officers enrolled in or complete with BSP will be eligible  for screening for graduate education programs as outlined in the  eligibility criteria in the Commandant’s Education Board (CEB)  MARADMINs. USMC officer CSCBSP graduates and students enrolled in  the CSCBSP are eligible for selection to advanced intermediate-level  PME schools, which include the Marine Corps School of Advanced  Warfighting, the Army School of Advanced Military Studies, the Navy  Maritime Advanced Warfighting School, and the Air Force School of  Advanced Airpower Studies.” 5.j.  Students are required to possess a computer and are highly  encouraged to bring laptops or tablet devices to download student  materials for ease of use and studying while attending the BSP.   No printed materials will be provided.
