This MARADMIN announces updates to reference (a) by officially releasing the Pseudofolliculitis Barbae (PFB). Grooming Accommodations NAVMC Form 11830(03-25)(EF), aligning the timeline for administrative separations with the requirements of reference (b), and providing implementing guidance on the separation process for Marines who are unable to comply with uniform and grooming standards for more than 12 months due to a medical condition. 2. Background. 2.a. Reference (a) established interim policy for Marines requiring temporary uniform or grooming exceptions due to medical conditions. 2.b. Department of War Direction. Subsequently, reference (b) provided direction to the Services, reinforcing that uniform and grooming modifications are temporary and will be limited to 12 months. Reference (b) further directs that Service members whose conditions are not resolved within this timeframe will be evaluated for administrative separation. 2.c. Service Timeline. To comply with this directive and ensure a synchronized implementation, the Marine Corps is formally modifying the administrative separation evaluation timeline originally established in reference (a). This change provides our leaders the necessary time to ensure updated policies, training, and educational materials are fully implemented, and that all affected personnel are properly counseled before any final administrative action is taken. 2.d. Forthcoming Policy. The contents of this MARADMIN will be incorporated into the ongoing revision of the governing Marine Corps order on medical uniform and grooming standards. This comprehensive order will formally codify all related policies. 3. Actions. Effective immediately, the following updates to reference (a) are in effect: 3.a. Form Availability. Paragraph 5.a. of reference (a) is hereby superseded and replaced with the following: “The Pseudofolliculitis Barbae (PFB) Grooming Accommodations NAVMC Form 11830(03-25)(EF) form is available for download from the Defense Logistics Agency (DLA) website at: https://forms.documentservices.dla.mil/order/. Forms must be downloaded to desktop.” 3.b. Administrative Separation Timeline. Paragraph 5.b. of reference (a) is hereby superseded and replaced with the following: “Administrative Separation. Marines requiring a uniform or grooming exception due to a medical condition for more than 12 months will be evaluated for administrative separation. Final approval of separation packages submitted for this reason will not be granted prior to 1 October 2026.” 4. Administrative Separation Guidance. To ensure compliance with reference (b) as the Marine Corps develops a comprehensive order on this subject, this MARADMIN provides the following interim guidance. Commanders will adhere to these sequential steps when considering administrative separation for this reason: 4.a. Initial Counseling. Upon reaching six total months of continuous treatment requiring a modification to the grooming or uniform standards established in reference (g), commanders will conduct an initial counseling. This counseling will be formally documented on Administrative Remarks (1070) NAVMC 118(11)(REV. 05-2014)(EF) in accordance with paragraph 6105 of reference (e) for enlisted Marines and paragraph 3005 of reference (f) for officers. The purpose of this entry is to formally notify the Marine of the potential for administrative separation if their medical condition prevents them from maintaining established uniform or grooming standards for a period exceeding 12 months. 4.b. Criteria for Separation. After 12 months of continuous treatment, commanders will evaluate the Marine for continued service and consider initiating separation proceedings if the Marine’s medical condition has not improved, is not classified as a disability, and adversely affects good order and discipline. 4.c. Medical Endorsement. If the criteria in paragraph 4.b are met, the command must obtain a medical recommendation for separation that has been endorsed by a Medical Evaluation Board (MEB) Convening Authority before taking any further separation action. 4.d. Final Counseling and Processing. Upon receipt of a MEB endorsed recommendation, the command will conduct a final counseling to formally notify the Marine of the intent to proceed with administrative separation. This counseling will be formally documented on Administrative Remarks (1070) NAVMC 118(11)(REV. 05-2014)(EF) in accordance with paragraph 6105 of reference (e) for enlisted Marines and paragraph 3005 of reference (f) for officers. Following this notification, the command will process the separation as follows: 4.d.1. Enlisted Marines: The Page 11 entry will state the command is initiating separation for “Condition Not a Disability.” The separation will be processed in accordance with reference (e), paragraph 6203.2. 4.d.2. Officers: The Page 11 entry will state the command is initiating separation for “Condition Not Constituting a Physical Disability.” The separation will be processed in accordance with reference (d). 4.e. Reenlistment Code. Marines separated under this policy will be assigned a reenlistment code of RE-3P, physical disability. 5. This MARADMIN is applicable to the Total Force. 6.
