The mission of Manpower Management Officer Assignments (MMOA) is to assign the right officers to the right billets at the right time and support command, education, and retention screening requirements to optimize Marine Corps warfighting capability and readiness. MMOA executes its mission in accordance with references (a) and (b). The FY27 slate has two phases. 2. Phase I: Talent Management: During this phase MMOA supports the Talent Management Process. 2.a. Stage A: Preparation: Career Counseling 2.a.1. MMOA assumed responsibilities for all officer career counseling services in 2024. To better serve officers' progression, each counseling timeframe throughout the Human Resource Development Process Cycle (HRDP) will have a specific purpose. Officers should conduct a self-audit of their record and seek counseling from their command and mentors before scheduling counseling with their monitor. 2.a.2. Board Preparation and Record Audit counselings are offered between March and May of 2026. These counselings are intended to prepare those Marines and their records that will screen for a competitive board or panel in the summer of 2026. monitors will thoroughly review and discuss the Marines OMPF, and all associated information that may factor into consideration on a board or panel, such as career timing and trajectory. 2.b. Stage B: Execution: Non-Statutory Board Support 2.b.1. Non-statutory boards are the service’s primary talent management tool. Reference (c) provides the FY27 non-statutory board schedule. 2.b.2. In accordance with reference (d), all officers considered on a FY27 non-statutory board must have an official photograph uploaded in their Official Military Personnel File. 2.b.3. An exception to policy (ETP) is required for any officer who does not meet eligibility requirements. Unless otherwise specified, O6 endorsement is required for all ETPs and in accordance with that board's MARADMIN announcement. The MMOA Branch Head is the approval authority for ETPs unless otherwise specified. 2.b.4 Removal by Request (RBR) is authorized for specific non-statutory boards. RBRs must include the appropriate endorsement. See specific MARADMINS for RBR endorsement requirements. 2.b.5. Board correspondence deadline will be outlined in each corresponding MARADMIN. 3. Phase II: Manpower Management: During this phase MMOA consolidates the vacancy requirements post Phase I and executes the remainder of the FY27 slate. 3.a. Stage A: MMOA Roadshow and Interviews 3.a.1. The MMOA Roadshow will occur in September. A separate message will release with details regarding dates and locations. 3.a.2. Failure to Select Counselings will occur in October 2026. The primary audience is for Marines who were within the in-zone population for promotion on calendar year 2026 promotion selection boards. The secondary audience is Marines who were in the above-zone population for calendar year 2026 promotion selection boards. The end state of these counselings are to discuss factors that may have resulted in the Marine’s non-selection. 3.a.3. Mover Interviews will be offered in October and November of 2026. Movers include those officers selected for promotion, as they will need to move into a grade-appropriate billet, and those with a estimated departure of Summer 2027. Monitors will discuss relevant board selections, record competitiveness, career path decision points, and other topics as required by the Monitor or desired by the Marine. Marines must be prepared by understanding their own career timing, career aspirations, and family considerations for their next assignment. 3.a.4. Scheduling. Monitors will publish individual interview schedules and coordinating instructions. 3.b. Stage B: Slating 3.b.1. The adjustment to the schedule for the statutory promotion boards aims to streamline the assignment process and allow for earlier issuance of orders to Marines and their families. Units and Marines are strongly encouraged to review the recommendations below to ensure that their preferences are taken into account, which will enhance MMOA’s ability to fulfill the Service’s requirements. 3.b.2. Separation Timelines. MMOA must receive separation requests for processing prior to 15 October 2026. This is to accurately forecast total vacancies and further define/refine the mover population. Requests received before this date will register as summer 2027 vacancies; requests received after will be considered 2028 vacancies. MMOA considers 1 June through 1 October as the ‘on-cycle’ EAS window. This window enables a separation plan that prevents the separating officer from departing before the summer move cycle. Shortfalls created by requests that deviate from this window will be borne by the command that endorsed the request. Commands are encouraged to engage Marines who are considering early transition to create plans that support the command, the service, and the Marine’s transition. 3.b.3. Tour Modification Requests. Extensions and curtailments received after 15 October 2026 are unlikely to be favorably endorsed. Commands and Marines are encouraged to submit these requests as soon as possible for MMOA’s adjudication. 3.b.4. Billet Nominations and Screening. Commands are encouraged to work with MMOA to resolve assignments that require additional screening, such as aides, staff secretaries, or joint critical requirements prior to 15 October. Delays in the nominative assignment process impacts adjacent units and Marines. 3.b.5. Career Designation (CD). Commands are encouraged to ensure junior officers understand the CD process. Officers who are offered and accept CD will incur 24 months of obligated service from the date outlined in the selection MARADMIN. Officers who accept career designation may be issued PCS orders within this service obligation window and therefore incur additional obligated service. Officers who decline career designation will execute their EAS as outlined in their signed service agreement. EAS extension requests by those who decline CD will not normally receive favorable endorsement from MMOA. Commands are directed to ensure officers offered CD must accept or decline by the deadline communicated in the Career Designation Panel Results, to reduce unnecessary delays in the company grade slating process. 3.b.6. By Name Requests. By name requests complicate the manpower process. Commanding Generals may offer their assessments of where key Colonels should go by sending this information to the Director, Manpower Management. All other requests will be considered a command preference and incorporated into the slating process. 4.
