COOK/MAJ/MMPB-10/-/TEL: (703)784-9704/ EMAIL:[email protected]// GENTEXT/REMARKS/1.  A Joint selection board convened by the  Secretary of Defense to recommend a Regular Component Judge Advocate (JA) for appointment to the temporary grade of brigadier general, as appropriate, while serving as the Chief Defense Counsel for Military Commissions is scheduled to convene on or about 23 January 2025, at the Naval Air Systems Command in Arlington, VA. 2.  The Marine Corps officers eligible for consideration by the  board must satisfy the following criteria: 2.a. Be on the Active-Duty List (ADL) and have a permanent grade of brigadier general or serving in the grade of colonel with a date of  rank of 1 January 2023, or earlier. 2.b.  Possess the 4402 (Judge Advocate) Military Occupational  Specialty. 2.c.  Be a member in good standing of a bar of a Federal court or  the highest court of a state or territory (an inactive selectee must become active before the board report will be approved). 3.  Exclusion from consideration.  The names and records of the  following officers shall be excluded from consideration. 3.a.  Any officer with an established separation/retirement date that is within 90 days after the convening date of the board. 3.b.  Any officer who submits a request that they not be considered for selection. 3.c.  Previously selected as the Chief Defense Counsel for  Military Commissions (Guantanamo Bay). 3.d.  Any officer with previous service in any of the following  organizations: Military Commission Defense Organization/Office of the Chief Defense Counsel for Military Commissions; Office of the Convening Authority for Military Commissions; Office of the Chief  Prosecutor for Military Commissions; Military Commissions Trial  Judiciary; United States Court of Military Commissions Review;  National Security Division of the United States Department of Justice; Office of the Staff Judge Advocate, United States  Southern Command, after September 11, 2001; and Joint Task Force Guantanamo. 4.  Selection Board.  The board will consider officers in one category, in-zone (IZ). The IZ is comprised of judge advocates who meet the criteria of paragraphs 2 and 3.  Officers may review  reference (b) and their eligibility for the board on the internet at the performance branch homepage. Board Preparation Guidance. Officers are advised to review reference (c), for guidance regarding submission of information, auditing the Official Military Personnel File (OMPF) and Master Brief Sheet (MBS), fitness reports, and requests for non-selection prior to the convening date of the board. 6.  Personal responsibilities. Each officer is personally responsible for ensuring the accuracy and completeness of their OMPF and MBS before the date the board convenes. Refer to reference (c) for information on obtaining and reviewing your OMPF and fitness report submission. 7. Officer Correspondence. All eligible officers may, if desired, submit correspondence to the President of the Board. Pursuant to Title 10, U.S.C. Section 614(b), officer correspondence must arrive NLT 10 days prior to the board convene date in order to be considered. Correspondence arriving after this date will not be seen by the board.
