Purpose. This is a coordinated DC I, DC CD&I, MFCC, and MCSC / PEO Digital message to provide an update on WIN-11 migration progress, identify actions required for the expeditious decommissioning and disposal of legacy EUDs supporting the Windows 10 (WIN-10) OS, and to posture the Marine Corps for a sustainable life cycle replacement standard for general purpose EUDs. 2. Situation. 2.A. The ref (a), There are no waiver provisions for EUDs hosting a Microsoft Windows OS that connect to DoD Information Networks (DODIN). WIN-11 migration mandate applies to all functional areas and program and non-program mission systems. 2.B. Based on the approved acquisition objective (AAO) for Table of Authorized Material Control Number (TAMCN) A91007G general purpose laptop computers, new hardware procurements required to support WIN-11 migration are complete. Over 118,000 WIN-11 compliant TAMCN A91007G EUDS have been imaged and shipped to Fleet Marine Force (FMF) and Supporting Establishment (SE) organizations by the Enterprise Staging and Delivery (ES&D) activity. PEO Digital End User Services (EUS) anticipates all EUDs required for Enterprise migration will be available to end users NLT 31 Jan 2025. 2.C. While steady WIN-11 migration progress has been made over the last two years, a significant percentage of NIPR and SIPR EUDs are still hosting the WIN-10 OS. The use of outdated EUDs hosting the WIN-10 OS persists even though an ample supply of new WIN-11 compatible EUDs are available to meet all MCEN A91007G requirements and eradicate all instances of the WIN-10 OS on the MCEN. 2.D. Additionally, over 20,000 EUDs managed by MCSC and affiliated PEOs in support of tactical, mission or business systems host WIN-10 or earlier Microsoft OS versions and are not WIN-11 compliant. These programs of record (PoR) require EUD replacements to host the WIN-11 OS or transition to a Microsoft Long Term Service Channel (LTSC) solution prior to 14 Oct 25. 2.E. Guidance in ref (e) for a three-year replacement standard conflicts with the current MCEN EUD lifecycle replacement standard of four years. As ref (f) is executed, it is imperative the Marine Corps has a sustainable EUD lifecycle replacement standard based on an updated and validated AAO that reflects future MCEN unification and expanded EUD fielding. 3. Mission. In accordance with ref (a), the Marine Corps will execute the migration from Microsoft WIN-10 to WIN-11 no later than the WIN10 EOS date of 14 Oct 2025, and plan for a sustainable lifecycle replacement standard across the Fiscal Years Defense Plan (FYDP). 4. Execution. 4.A. Commander's Intent 4.A.1. The WIN-11 OS provides key improvements in cybersecurity with built-in hardware isolation, advanced encryption and data protection, improved network and system security and other safeguards against evolving cybersecurity threats, all of which contribute to increased readiness of the force. 4.A.2. Commercial software deployed on DoD networks must remain up to date as end-of-life software introduces vulnerabilities that threaten the integrity of our networks and operational data. The WIN-10 OS reaches end of life and end of support on 14 Oct 2025. The Marine Corps must migrate to WIN-11 prior to this date. 4.A.3. The Enterprise has procured and shipped sufficient assets to rapidly complete migration to the WIN-11 OS and the elimination of the WIN-10 OS on the MCEN and tactical extensions. As we enter the final phases of the WIN-11 migration, actions are required to ensure migration objectives are met, risks are identified and mitigated in a timely manner, and a sustainable lifecycle replacement strategy is developed. 4.B. Tasks 4.B.1. MARFORCYBER 4.B.1.A. NLT 14 Oct 2025, be prepared to isolate all instances of Microsoft WIN-10 OS on the MCEN, to include MCSC and affiliated PEO PoR endpoints for which no approved plan of action and milestones (POAM) to use a Microsoft LTSC solution has been submitted. 4.B.2. MCSC, PEO Land Systems, PEO Manpower, Logistics, and Business Systems, and PEO DES Portfolio Managers (PfM). 4.B.2.A. There is no waiver to the DoD CIO WIN-11 mandate for end points connected to the MCEN or some other portion of the DODIN. As of 14 Oct 25, tactical, mission or business system PoR EUDs hosting a Microsoft OS and connecting to the MCEN or another portion of the DODIN must be WIN-11 compliant or those endpoints will be isolated from the MCEN. 4.B.2.B. Tactical, mission or business systems hosting a Microsoft OS but not connecting to the MCEN or other portions of the DODIN and not able to migrate to WIN-11 must deploy an approved alternative LTSC solution. Program managers and system owners should submit POAMs to their local Information System Security Manager (ISSM) for approval or risk denial of authority to operate (DATO). 4.B.2.C. Continue to report overall WIN-11 migration progress via the WIN-11 Migration Dashboard at the link provided in paragraph 4.B.5.B. of this message. 4.B.3. DC CD&I 4.B.3.A. Ref (e) guidance prioritizes replacing end user devices to achieve a 3-year lifecycle replacement standard in contrast to the current 4-year MCEN EUD replacement standard. In order to rationalize the Marine Corps’ alternative 4-year standard and to support future EUD investment decisions, conduct a review and revalidation of the AAO for the A9100 series of TAMCN assets NLT 3Q, FY-25. 4.B.4. DC I IC4 4.B.4.1. Continue to monitor and report on WIN-11 A91007G hardware procurements and ES&D deliveries, the pace of WIN-10 elimination on the MCEN MCDSUS, and MCSC and affiliated PEO PoR WIN-11 Migration POAM submissions. 4.B.4.2. Coordinate with PEO Digital for the continued operation of the WIN-11 Dashboard and support PEO Digital efforts to collect and synchronize data from disparate sources to provide a comprehensive WIN-11 migration operational picture. 4.B.4.3. Conduct a data call with the FMF and SE to identify those assets shipped from ES&D, but not found on the MCEN MCDSUS to determine the number of assets deployed on tactical extensions of the MCEN, deployed to training venues, or pre-positioned ISO exercises or real-world operational contingencies. This data call will inform AAO revalidation discussed in paragraph 4.B.3.A. and should be completed NLT 2Q, FY 25. 4.B.5. Commanders 4.B.5.A. Execution of the Enterprise WIN-11 migration requires Commanders to take custody of their allotted replacement EUDs once delivered to their issue points and ensure compliance with ref (d) in a timely manner. 4.B.5.B. Commanders should refer to the WIN-11 Migration Dashboard for the status of deliveries of tech refresh WIN -11 compliant EUDs destined for their commands.
