This message provides updated policy and clarifies the requirements for the authorization and award of the Naval Aircrew Insignia to non-aeronautically designated personnel performing critical airborne functions. Per reference (B) non-aeronautically designated personnel include airborne electronic countermeasures operators, airborne radio operators, technical observers, and fixed-wing aircraft flight engineers. 2. Commanding Officers are authorized to recommend qualified Marines for the Naval Aircrew Insignia. The final awarding authority for non-designated personnel is the Deputy Commandant for Aviation (DC Aviation (ASM)). The following requirements must be met and documented in the request package: a. The Marine must be physically qualified for aeronautical duties and possess a current flight physical at the time of the request. b. The Marine must be assigned to Duty Involving Flight Operations (DIFOP) for a cumulative period of at least six (6) months. c. The Marine must have accumulated a minimum of 200 hours of flight time directly related to their assigned airborne support duties. d. Special Consideration for Combat Operations: Airborne air support control operations conducted in a designated combat environment warrant special consideration. In such cases, the requirements in paragraphs 3.b and 3.c may be waived. The waiver must be included in the request to Headquarters Marine Corps (HQMC) Aviation (ASM). 3. Commanders will submit requests for the award of the Naval Aircrew Insignia for qualifying personnel via naval correspondence to DC Aviation (ASM). Requests can be emailed to [email protected]. The package must contain the following supporting documentation: (1) The individual Marine's formal written request. (2) An endorsement from the Marine's Squadron Commanding Officer. (3) Copies of all pertinent Naval Aircraft Flight Records (NAVFLIRs) or equivalent flight records to verify hours. (4) A copy of the current DD Form 2992, Medical Recommendation for Flying or Special Operational Duty. (5) Copies of any Air Medal citations, if applicable. 4. Upon approval from DC Aviation (ASM), a copy of the authorization letter shall be submitted to CMC (MMSB) for inclusion in the Marine's Official Military Personnel File (OMPF). 5.
