MYRICK/MAJ/MMOA/TEL: 703-784-9276/ EMAIL: [email protected]// GENTEXT/REMARKS/1.  This message announces the eligibility  criteria for Marines who desire to apply for Fiscal Year 2027  (FY27) NROTC duty beginning in summer 2027 and the timeline for  selection board execution.  The board will select officers for  PNS, XO, and MOI duty. 1.a.  Major timeline milestones are below:   Date                Milestone   11 June 2026        NROTC application deadline   25 June 2026        FY27 NROTC board convenes 2.  Background 2.a.  NROTC units are an essential component in the training of prospective naval officers.  Officers serving at NROTC units  mentor, develop, and shape the future officer corps and must  therefore be of the highest caliber.  Officers aspiring to serve on NROTC duty must possess superlative leadership and academic  qualities, be of sound moral character, and demonstrate superior  physical fitness. 2.b.  Officers serving as a PNS, XO or MOI regularly support and  augment summer training at Officer Candidates School and other  seasonal training programs such as new student indoctrination,  career orientation and training for Midshipmen. 3.  Eligibility.  NROTC positions are open to all active duty  unrestricted officers who meet the criteria below.  If an  individual does not satisfy the criteria below, they must contact  their Primary Military Occupational Specialty (PMOS) monitor to  discuss waiver requirements. 3.a.  All interested officers must receive approval to apply from  their PMOS monitors, who will ensure officers meet all eligibility criteria or outline waiver requirements to become eligible.  This  correspondence must be included as an attachment to the  application package submission. 3.b.  Grade.  Officers who are promoted, selected, or in-zone for the solicited billet grade requirements are eligible to apply. Paragraph (7) lists available billets with the required grade. 3.b.1.  Officers applying for PNS, XO or MOI must possess the  career timing to serve a full tour of duty (36 months) in the  billet grade to which they are applying.  Requests for exceptions will not normally receive favorable consideration. 3.b.2.  Colonels or Selected Colonels from the Calendar Year (CY)  2025/FY27 promotion board who will satisfy their Tour Control  Factor by 30 September 2027. 3.c.  Time on Station.  Officers who will complete their prescribed tour, on their current set of orders, NLT 30 September 2027 are eligible. 3.c.1.  Officers may request, via Administrative Action form, to  screen if they are scheduled to complete their prescribed tour  after 1 October 2027.  If applying to XO/MOI billets, the first O5 in the chain of command must endorse the request. If applying for PNS billets, the first general officer in the chain of command  must endorse the request.  The command must acknowledge a  potential gap in staffing that could last until that officer’s  natural rotation date or beyond. 3.c.2.  Officers career designated (CD) or scheduled to screen for career designation on the FY27 Career Designation Panel 1 in  Spring 2027. 3.d.  Ineligibility Criteria 3.d.1.  Colonels selected on the CY26/FY28 promotion board.  3.d.2.  Officers with an approved separation or retirement date.   3.d.3.  Officers with a mandatory separation or retirement date  prior to 30 July 2030.  3.d.4.  Officers who previously declined command.  3.d.5.  Officers who previously declined career designation. 3.d.6.  Officers in receipt of orders to report in FY27.  3.d.7.  Marine Corps Doctor of Philosophy Program-Strategist  (PHD-S) and Marine Corps Doctor of Philosophy Program-Technical  (PHD-T).  Officers enrolled in PHD-S or PHD-T programs who will  not be dissertation complete by 30 June 2027. 3.d.8.  Limited duty officers. 4.  Required applicant attributes 4.a.  Academics.  Minimum requirement is a bachelor's degree with a 3.0 undergraduate grade point average (GPA).  Select schools  waive this requirement to a 2.5 GPA if the applicant's record is  otherwise outstanding.  Select billets require a master's degree. 4.b.  Physical fitness.  High first class PFT and CFT are  recommended. 5.  Assignment, selection, and slating. 5.a.  MMOA makes every effort to match selected officers with  their preferences.  By applying for NROTC duty, officers volunteer and agree to be assigned to any available NROTC billet.  Requests  for declination by officers who applied and were selected for  NROTC duty will not normally receive favorable consideration. 5.b.  Officers selected for MOI duty who have not screened for career designation (CD) will be offered CD in conjunction with  their selection to that duty per reference (b). 5.c.  Selected officers who were not offered CD on a previous  board for career designation, or are selected for career  designation and decline, will nullify their MOI selection and  execute their Expiration of Active Service (EAS). 5.d.  Photographs are used in the non-statutory boards per  references (d), (e), and (f). 5.e.  Body Composition.  Reference (e) modifies the Height and  Weight requirement to a Waist-to-Height Ratio (WHtR) requirement. At present, there is no method for the Digital Boardroom to pull current WHtR information aside from an officer's official  photograph or fitness reports.  Accordingly, an officer will not  be viewed negatively solely because a current WHtR measurement is  not available to the board.  However, previous Height and Weight  measurements contained within an officer's record will be  considered, as well as any fitness reports that were processed  with a WHtR directed comment.  Officers who desire to have their  current WHtR made available to the board may update their official  photograph in their Official Military Personnel File (OMPF) in  accordance with reference (f). 6.  Application process 6.a.  Officers interested in NROTC duty who meet the above eligibility criteria must complete the FY27 NROTC application and submit the documents listed below as part of their package to  MMOA-3 no later than 2359 ET on 11 June 2026.  Submit all  application documents outlined below to the following organization  address: [email protected].  Applicants must also complete  the assignment questionnaire and upload all application documents  via the questionnaire located at  https://forms.osi.apps.mil/r/FLkKDD6aUf. 6.b.  In the event that MMOA changes the list of available  billets by updating the webpage in paragraph (7) after an officer  has submitted his or her application, the officer may complete an updated questionnaire with revised billet preferences, but this is not required.  If multiple questionnaires are submitted, MMOA will use the most recent submission. 6.c.  Electronic packages must be submitted in a single portable document format (.pdf) file with the following naming convention: “EDIPI_LASTNAME_SUM27NROTC_DOC1.pdf”.  The document must be less than 800KB in size. 6.d.  The applications must include: 6.d.1.  Document 1 - Personal statement.  Submit this letter in standard naval letter format from the Marine to MMOA-3.   Applicants are encouraged to submit personal statements of no more than one page.  This is the officer’s opportunity to express in  writing their desire to serve on NROTC duty and elaborate on  relevant personal strengths and experiences. 6.d.2.  Document 2 - Command endorsement.  Submit this letter in standard naval letter format from the immediate chain of command. 6.d.3.  Document 3 – Letter of Recommendation.  At least one but  no more than three letters of recommendation. 6.d.4.  Document 4 -
